You will administer compliance in planning and development, building, plumbing and stormwater drainage matters in accordance with relevant legislative requirements and Council Policies. This includes ensuring safety, sustainability, and alignment with community standards. As part of the Development Compliance team, this position delivers high-standard compliance services across planning and development, building, plumbing and stormwater drainage consistent with Council and community expectations. Essential Knowledge & Skills: Demonstrated experience in a regulatory related field, with thorough knowledge of, or the ability to quickly obtain knowledge of the relevant Acts, regulations, codes and schemes that regulate the development compliance industry, including building, plumbing and drainage matters. Knowledge of and ability to enforce relevant legislation and interpret state & local government legislation. Demonstrated ability to work within a specialised team environment to achieve quality outcomes regarding planning, building, plumbing and stormwater compliance matters. Provide clear enforcement advice to internal and external stakeholders, including complainants, technical professionals, offenders, and Council employees, using plain language to explain compliance requirements. Identify, investigate, report on, and take action to rectify substantiated breaches of legislation concerning unauthorised or non-compliant development activities under the Local Government Act 2009, Planning Act 2016 and Council Planning Schemes. Identify, investigate, report on, and take action to rectify substantiated breaches of legislation concerning unauthorised or non-compliant building work under the Local Government Act 2009, Building Act 1975, the Queensland Development Code and the Planning Act 2016. Identify, investigate, report on, and take action to rectify substantiated breaches of pool safety under the Building Act 1975, the Queensland Development Code, and Council Policies to ensure compliance and public safety. Identify, investigate, report on, and take action to rectify substantiated breaches of legislation concerning unauthorised or non-compliant plumbing work under the Local Government Act 2009 and the Plumbing and Drainage Act 2018. Identify, investigate, report on, and take action to rectify substantiated breaches of non-conforming stormwater discharge under the Local Government Act 2009, and the Building Act 1975. Identify, investigate, report on, and take action to rectify substantiated breaches of applicable local laws. Research, interpret and apply legislation and make decisions concerning enforcement action to ensure compliance with the Planning Act 2016, the Gympie Regional Planning Scheme 2013, the National Construction Code, the Queensland Development Code, the Building Act 1975, the Plumbing and Drainage Act 2018, the Local Government Act 2009. Stay informed of amendments to legislation and regulations to ensure current practices are compliant. Complete and maintain detailed and factual inspection reports, correspondence and file notes to support legally enforceable compliance outcomes. Utilise Council's technology and software systems to document, track, and manage compliance cases efficiently and effectively. Collect and assist in completing detailed and accurate witness statements from complainants and other cooperative participants to ensure sufficient evidence for effective and well-founded enforcement actions. Use the ‘SELF’ method to guide appropriate action in response to substantiated offences, including prosecution of serious and recidivist offenders, and issuing infringement notices, cautions and corrective advice to offenders for lesser offences: Scrutiny – will my actions stand up to the scrutiny of my peers, management, Councilors' and the public? Ensure Compliance – will my actions ensure legislative and procedural compliance? Lawful – are my actions lawful? Fair – are my actions fair and in line with community expectations? Compile quality briefs of evidence to management for consideration of matters determined suitable for prosecution. Attend Court and give evidence to ensure successful prosecutions of substantiated breaches of legislation Build and maintain relationships with internal teams, external industry professionals, and relevant stakeholders to support compliance initiatives. Contribute to continuous improvement by identifying process enhancements for compliance systems and procedures. Undertake post-enforcement compliance checks to ensure adherence to conditions and requirements placed upon landowners and operators. Maintain strict confidentiality by safeguarding sensitive information and ensuring that all investigations, reports, and interactions comply with privacy laws and Council policies.
