What does the business unit do?
Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety.
Operations
The purpose of the Operations directorate is to lead the emergency operational coordination and state operations in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.
What will the role do?
Lead the implementation of a new operating model for the State Control Centre, ensuring a smooth transition and adoption.
Key tasks include:
* Develop, manage, and execute the implementation plan for the new State Control Centre operating model, ensuring milestones, risks, and dependencies are effectively managed
* Design and implement a structured change management approach to support employees through the transition and embed new ways of working
* Build and maintain strong relationships with stakeholders at all levels, ensuring clear communication, managing expectations, and fostering collaboration to drive project success
* Develop and execute a comprehensive communication plan, ensuring timely, transparent, and tailored messaging to inform and engage all impacted staff
* Proactively identify, track, and mitigate risks and issues that may impact project success, ensuring minimal disruption to business operations

What skills and knowledge should a Project Manager have?
As our ideal candidate, you will have:
* Expert knowledge and proven ability to apply project management assurance and delivery controls to complex and high-risk projects, preferably in a Government setting
* Demonstrated experience and application of organisational change management, preferably in a project delivery setting.
* Proven ability to maintain a collaborative work environment and provide project management mentoring and coaching.
* Knowledge of the emergency management sector would be desirable.
* A relevant qualification in Project or Change Management would be highly desirable.
