General Manager – Great Lakes Women's Shelter (GLWS)

The General Manager leads the external-facing functions of the GLWS, ensuring effective governance, financial oversight, compliance, fundraising and systems.

The General Manager works with a dedicated and hands on board and shelter staff, and local community, to ensure the smooth running of all GLWS business activities and to drive future growth. Reporting to the Board and working closely with the Client Services Manager, this role plays a key role in enabling the Shelter to meet its purpose through sound infrastructure, and strong community engagement.

The role also requires functional and professional working relationships with the Women's Community Shelters (WCS) Hub and external partners and stakeholders and requires participation in WCS and sector committees and implementation groups.

* Employment Status: Permanent Part Time
* Reporting to: Chair and Board of the Great Lakes Women's Shelter
* Hours: 20 hours per week over 3 days
* Salary: $140,000 - $145,000 per annum (pro-rated based on part time hours)

Key Responsibilities

General:

* work within a social justice framework with a sensitivity to cross-cultural issues;
* perform all work and tasks in accordance with current service policies, procedures, aims and objectives, common law and funding agreement guidelines
* promote the service, both GLWS and WCS, as a lead agency for knowledge and skills in the area of Family and Domestic Violence and Homelessness;
* contribute and participate in board meetings and relevant board sub committees;
* lead strategic planning for GLWS;
* lead a collaborative and cohesive team and set a high performing and positive workplace culture;
* supervise and manage the Client Services Manager; Fundraising and Donation Officer; Op Shop Manager, Admin and Finance Officer
* collaborate with and be involved with the WCS Hub to stay up to date with latest innovations and best-practice business and service delivery outcomes;
* ensure confidentiality of information is maintained at all times;
* model behaviours of enthusiasm and being a team player, whilst working collaboratively with colleagues, partners, donors and stakeholders;
* maintain contemporary understanding of current issues in women's homelessness, including working knowledge of responses to domestic and family violence.

Governance and Compliance:

* work with the Chair to enable the Board to fulfil its governance functions;
* support Board members and Subcommittee members and action agreed items as requested;
* report appropriately to Board in a timely manner, whilst maintaining open communication and managing the Board's due diligence process;
* attend all Board Meetings and participate in induction of new Board members;
* attend all relevant sub-committee meetings and support effective reporting back to the Board;
* support Shelter team in communicating and coordinating actions with Board members for effective outcomes;
* work with Secretary to develop and maintain effective Board documentation, including organising bi-monthly Board meetings and Board pack;
* support Board, Subcommittee member and volunteer onboarding and orientation;
* support the Secretary in planning of annual general meeting and subsequent materials, including development of Annual Report;
* oversee charity registrations and licences;
* manage and deliver annual insurance renewals;
* establish and maintain systems to identify and mitigate relevant business risks and potential organisational threats;
* lead GLWS Australian Service Excellence Standards (ASES) accreditation work, requiring oversight of all GLWS activities; and
* work with Board, Client Services Manager and WCS to achieve ASES accreditation standards, implementing positive change to structures and systems and ensuring best-practice policies and procedures are in place.

Commercial and Financial Oversight:

* work with Treasurer to enable the development of timely financial reporting to the Board and WCS as required;
* support the Treasurer in aligning budget forecasts with projected fundraising activities and the strategic plan;
* work with the Client Services Manager, Treasurer and external auditor to ensure monthly reporting and end of year financials and acquittals are delivered accurately and on time;
* ensure the accuracy, completeness, integrity, and disclosure of the organisation's financial statements through the design and implementation of appropriate policies, procedures and internal controls;
* work with the external auditor to ensure monthly reporting and end of year financials are delivered accurately and on time;
* oversee internal financial functions such as payroll, invoicing, receipting, reconciliation; and
* develop and gain approval from the Board of annual report.

Project management, Administration and IT Management:

* oversee IT systems and ensure cyber security best practice;
* maintain asset registers and coordinate equipment and systems maintenance;
* maintain oversight of all administration tasks, including bookkeeping and external communications via office phone, email and social media inboxes;
* lead and manage recruitment, coordination and onboarding of volunteers;
* supervise and support the shelter team as needed with administration tasks and IT, coordinating suppliers and physical donations, initiating training, supporting systems and procedures to aid best-practice service delivery;
* manage GLWS core IT systems, including but not limited to, G Suite, Website, Intranet, and SupporterHub;
* develop and maintain appropriate data storage systems and ensure that all data and record keeping systems are utilised accurately and effectively, whilst ensuring maintenance of data security and confidentiality; and
* project manage new GLWS projects to ensure they are delivered in line with the organisation's strategic direction and to budget and timeframe.

Community Engagement, Fundraising and Marketing:

* establish, develop and maintain good working relationships with partnership organisations to facilitate efficient and effective support for GLWS services;
* establish and maintain close working relationships with WCS network to maximise collaboration, the sharing of knowledge and shelter and network outcomes;
* participate in relevant WCS meetings, committees and forums (e.g. General Manager Forum, Fundraising, SupporterHub, ASES) as needed;
* establish, nurture and coordinate business and corporate partnerships;
* engage and collaborate with key stakeholders within local communities to promote service and build effective relationships;
* represent GLWS at community events and meetings when needed, including seeking public speaking opportunities in the community to personally deliver or to pass on to Board or Shelter staff;
* proactively engage with sector events and conferences to enhance professional networks and development;
* support Board to develop innovative and diverse fundraising campaigns and streams;
* coordinate and promote GLWS events as required; and
* identify and manage media opportunities as required.

Essential skills and experience:

* relevant tertiary qualifications in business management, communication or related discipline and extensive management experience working in the community sector at a senior management level;
* appropriate skills in business management, IT or other relevant business support skills with experience working in for purpose organisations, providing business support functions;
* strong project management skills and ability to manage competing priorities;
* well-developed interpersonal skills and experience in contributing to a co-operative approach to service delivery through effective liaison, consultation and internal support;
* commitment to work within a social justice framework with a sensitivity to cross-cultural issues;
* proficiency in the use of computer applications such as MS Outlook, Word, Excel and PowerPoint;
* willingness and ability to work independently to meet deadlines/commitments;
* prior experience and demonstrated results in fundraising and grants writing; and
* understanding of current issues in women's homelessness, including current practices of responses to domestic and family violence.
