Primary objective
The Senior Technical Business Analyst is primarily responsible for the management and development of new digital solutions and
contributing to existing technology enhancements. This includes team leadership in project management and business analysis, scoping,
design, development, testing, support, and validation of solutions. The position works with Agency Business Systems – Human and Shared
Services teams supporting clients in Department of Health, Department of Education and Training, Department of Housing, Local
Government and Community Development, Department of People, Sport and Culture, Department of Children and Families and
Department of Corporate and Digital Development.
Key duties and responsibilities
1. Perform business analysis by collaborating with stakeholders to understand their business needs and objectives. Translate these
requirements into detailed functional specifications and process maps, while leading, mentoring, and establishing standards within the
application development team.
1. Set standards, create, and maintain technical and project documentation, including system specifications, data models, process flow
diagrams, project initiation and project tasking. Review documentation from the team to ensure it meets these standards.
1. Provide high-level technical expertise and leadership in low-code and small business systems, encompassing assessment architecture,
design, development, testing, documentation, and implementation of solutions. Utilize low-code platforms to design, build, and support
scalable business applications that adhere to business requirements and functional expectations.
1. Ensure solutions are built to a high quality and correctly align with client needs, leveraging process analysis, data analysis, and database
development skills to assess data quality and define business and technical requirements.
1. Plan and oversee system testing to confirm systems meet requirements throughout their lifecycle, from initial design to final
implementation, ensuring continuous alignment with defined business needs.
Selection criteria
Essential
1. Extensive experience in conceptualising, designing, and building technical solutions to meet business needs, ideally using low code
technology, including the ability to manage systems, provide support to systems and perform unit testing involving stakeholders.
2. Strong leadership and extensive experience in project management and business analysis to ensure the team collaborates with key
stakeholders to understand their business needs and translates these needs into detailed technical specifications.
3. Fundamental skills in utilising SQL for database querying, design, manipulation and the ability to write SQL queries to extract data,
understand patterns, and make data-driven recommendations for system design and analysis.
4. Demonstrated experience in the creation and maintenance of comprehensive technical documentation, including system
specifications, data models, process flow diagrams, work instructions and test plans.
5. Strong interpersonal, verbal, and written communication skills, and demonstrated success cultivating productive working relationships
with people of diverse professional and cultural backgrounds with the ability to work in a team and independently.
6. Demonstrated work ethic and attitude, which emulates DCDD values of being professional, accountable, honest, respectful, and
innovative. Ability to exercise confidentiality and deal with sensitive issues.
Desirable
1. Relevant Tertiary qualifications e.g., Degree in Business Management/Information Technology (IT), Software Engineering.
