Purpose of the role
The Quality and Compliance Manager, Pathology Queensland holds a strategic position, accountable for the governance and quality systems which enable the organisation to deliver highest standard multi-disciplinary services and outcomes across Queensland.
The incumbent provides expert advice and assistance to the executive, managers, quality coordinators and other stakeholders on quality management issues pertaining to clinical pathology services, including but not limited to accreditation, certification, patient safety and regulatory and legislative requirements.
The position is the Authorised Representative for the 36 Pathology Queensland clinical laboratories. As such, the incumbent is responsible for communication and engagement with all external assessment bodies, and for supporting teams throughout accreditation activities such as NATA technical assessments.
The Quality and Compliance Manager reports to the Statewide Clinical Operations Manager and works closely with the executive leadership team and the Quality Team at Coronial and Public Health Sciences campus.

Applicants should note that regular travel within the network of Pathology Queensland laboratories is a requirement for the role.
Your key responsibilities
You will be required to fulfil the responsibilities of this role in accordance with the Queensland Public Service values. As such, you will
* Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
* Actively develop and enhance a positive and proactive statewide quality management culture across PQ.
* Provide expert advice and interpretation of all relevant certification, accreditation, regulatory and legislative requirements as they apply to a statewide multi-disciplinary pathology network.
* Provide leadership in the coordination, development, implementation and management of policies, procedures and systems that support the delivery of a uniformly applied statewide quality system.
* Communicate as the Authorised Representative for Pathology Queensland with all external assessment bodies.
* Develop, maintain and manage external relationships and networks with national bodies. Proactively monitor and report to senior management and other relevant stakeholders on significant quality management issues.
* Apply laboratory knowledge, analytical and problem-solving skills in a complex scientific environment to provide high level specialised advice to the Statewide Clinical Operations Manager and other PQ executives.
* Undertake laboratory visits to support quality initiatives and foster a quality culture.
* Identify and proactively manage organisational risks and provide consultative advice to service line management on risk minimisation strategies.
* Extract, interpret and report relevant quality system key performance indicators and maintain competency in relevant quality management software such as QIS2 and Riskman.
* Lead the development and delivery of training activities on quality issues, including accreditation and certification requirements, and business improvement techniques and tools. Develop associated quality system competencies which ensure staff are knowledgeable and able to implement learnings.
* Co-ordinate and lead the improvement of business processes by analysis and interpretation of information provided by the quality management system and advise on appropriate risk minimisation strategies.
* Contribute to operational and strategic plans pertaining to the quality system service.
* Manage organisational wide compliance activities as required (e.g. clinical governance, regulatory approvals, audits).
* Monitor and contribute to national and international future directions in quality and compliance, ensuring that organisational performance benchmarks favourably against comparable organisations.
* Role model ethical and responsible leadership behaviours and hold others to account for their performance and behaviour.
* Work autonomously and exercise judgement to establish work priorities and meet deadlines.
* Effectively lead and manage staff reporting to the position, including support, mentoring, application of relevant HR policies, performance appraisal and development, and associated administrative management and financial functions.
