Description

Hands on People (HOP) is a community services provider dedicated to supporting individuals living with disabilities. Our mission is to empower our clients by helping them navigate government and insurance schemes, including the National Disability Insurance Scheme (NDIS), to access support more efficiently. With a highly skilled team, we offer focused services such as Accommodation Services, In‐Home Care, and Community Access. Property Care Assistant – Care Services

Position Purpose

The Property & Facilities Support Officer is responsible for maintaining all SIL properties and organisational facilities to the highest standards of cleanliness, safety, functionality, and presentation. This role supports the Property Maintenance Officer (PMO) in operational, logistical, and maintenance‐related tasks, ensuring that all environments are safe, compliant, and participant‐ready at all times. The position plays a key role in supporting participant wellbeing through high‐quality property standards and respectful engagement during VHC and cleaning activities.

Key Internal & External Relationships

* Branch Managers
* Operations Team
* Admin Team
* Finance Team
* External contractors, cleaners, repair technicians
* Support Workers & House Supervisors
* External suppliers (maintenance, cleaning, gardening)

Key Responsibilities

Property Cleaning & Maintenance (Core KPI Area)

* Maintain SIL houses to inspection‐ready standards at all times
* Clean all areas including:
o Floors, walls, windows, fixtures, vents, AC units
o Hard‐to‐reach areas and external surfaces
* Remove hazards and unwanted elements including:
o Cobwebs, debris, beehives, dirt buildup
* Conduct vacate cleaning to handover standards
* Report maintenance issues immediately to PMO

Garden & Outdoor Maintenance

* Maintain lawns, gardens, and external areas:
o Lawn mowing, edging, pruning, trimming
* Remove weeds, debris, and waste
* Ensure outdoor areas are:
o Safe
o Accessible
o Visually presentable

Operational & Logistics Support

* Assist PMO with:
o Transport of tools, stock, and equipment
o Asset movement between houses
o Setting up new SIL houses
* Support:
o Furniture setup and relocation
o Asset tagging and storage
* Assist with minor maintenance tasks under supervision

VHC Cleaning & Participant Engagement

* Participate in VHC cleaning activities
* Communicate respectfully with participants
* Encourage participation while maintaining safety and dignity
* Promote a positive and inclusive environment

Compliance, Safety & Conduct

* Follow all WHS and infection control procedures
* Use equipment and chemicals safely
* Report hazards immediately
* Maintain confidentiality and professional conduct
* Demonstrate PARTT values in all activities

WHS Responsibilities

* Ensure all property environments are safe
* Identify and report hazards immediately
* Follow manual handling and safety procedures
* Support infection control practices
* Report unsafe equipment or environmental risks

Continuous Improvement & Best Practices

* Encourage feedback from Disability Support Workers and participants to improve service delivery.
* Implement updates to documentation and care procedures based on regulatory changes.
* Promote a collaborative, problem‐solving work environment among staff and stakeholders.

Additional Responsibilities

* Participate in rostered on‐call duties.
* Support operational teams with urgent repairs, emergencies, or safety concerns.
* Ensure compliance with HOP policies and NDIS quality and safeguard requirements.
* Act as a bridge between SIL houses and the office, ensuring smooth communication and coordination.
* Address training, skills, or HR concerns by reporting them to the Branch Manager.
* Manage incident reports, ensuring timely action and escalation to the Care Coordinator as needed.
* Answer staff inquiries and provide guidance as required.
* Support Care Coordinator to complete the three‐month roster.
* Manage Government contractual requirements under the NDIS guidelines.

* Property Cleanliness – Target: 100% inspection standard – Measurement: inspection logs – Review: monthly
* Vacate Cleaning – Target: 100% completed on time – Measurement: completion records – Review: monthly
* Garden Maintenance – Target: 100% scheduled tasks completed – Measurement: maintenance logs – Review: monthly
* Task Completion – Target: 100% PMO tasks completed on time – Measurement: task tracking – Review: monthly
* Hazard Reporting – Target: 100% hazards reported – Measurement: WHS logs – Review: monthly

Qualitative KPIs

* Work Quality – High attention to detail – Assessment: supervisor feedback
* Reliability – Tasks completed on time – Assessment: PMO review
* Communication – Respectful & clear – Assessment: stakeholder feedback

Skills and Experiences

Essential Skills & Capabilities

* Ability to perform routine and structured tasks under supervision in accordance with organisational procedures
* Basic attention to detail to maintain acceptable standards of cleanliness, safety, and presentation
* Ability to undertake physical duties safely, including cleaning, lifting, and outdoor maintenance tasks
* Ability to follow instructions, checklists, and daily task allocations reliably
* Basic communication skills to interact respectfully with participants, staff, and supervisors
* Ability to identify obvious hazards or maintenance issues and report them promptly to the Property Maintenance Officer
* Ability to work as part of a team and follow direction
* Demonstrated reliability, punctuality, and consistency in task completion

Essential Requirements

* Willingness and ability to undertake cleaning, gardening, and basic property maintenance tasks
* Basic understanding of Workplace Health & Safety (WHS) requirements or willingness to learn
* Ability to safely use cleaning equipment, tools, and chemicals under guidance
* Current Driver's Licence (required for travel between SIL houses)
* NDIS Worker Screening Check (or willingness to obtain)
* National Police Clearance and Current First Aid & CPR (or willingness to obtain)

Desirable Experience

* Previous experience in cleaning, gardening, labouring, or general maintenance roles
* Exposure to Supported Independent Living (SIL), disability, or community environments
* Familiarity with basic tools, equipment, and cleaning processes
* Experience in vacate cleaning or maintaining properties to inspection standards
