Job Description
The role of Business Analyst is to lead and manage the definition, development, and delivery of complex information management (IM) and information and communication technology (ICT) projects in line with Queensland Health project management methodologies.
The purpose of these projects is to deliver robust and resilient digital infrastructure that underpins healthcare service delivery and patient care in digital hospitals.
* Lead a project workforce consisting of employees, contractors, and service organisations that provide programme and project services ranging from design through to operational readiness, commissioning, and handover.
* Promote and ensure the use of appropriate project management techniques, methodologies, and tools to ensure quality project outcomes are delivered.
* Ensure project outcomes are achieved by leading and mentoring project teams to develop a strong, efficient, ethical, and multi-disciplinary workforce that delivers excellent project outcomes to customers.
* Provide high-level expert advice and strategic input into the development of project deliverables to ensure they meet quality standards and comply with Queensland Government and Queensland Health policies, strategies, and architecture.
* Oversee the successful delivery of complex and high-risk ICT projects to ensure programme outcomes are achieved and enterprise solutions are delivered that are aligned to customer needs.
* Ensure all related projects integrate with Queensland Health's strategic direction by providing high-level expert advice, influencing, working collaboratively with, and aligning to whole-of-government (WoG) IM/ICT initiatives and state, national, and international health bodies.
* Ensure projects are managed in accordance with best practice guidelines (e.g. MSP, PRINCE2) and Queensland Health's formal project management approach and methodologies to enable the achievement of consistent and quality project outcomes.
* Develop and maintain effective working relationships with internal and external statewide stakeholders by undertaking high-level strategic negotiations, providing expert advice, and resolving complex risks and issues associated with the programme or project.
* Oversee the monitoring and reporting of project-related trends, capability development, and performance against project plans and budgets.
Required Skills and Qualifications
* High-level leadership, conceptualisation, and design of programmes comprising multiple complex and high-risk projects, preferably in the healthcare industry.
* High-level programme/project management skills with the ability to achieve successful outcomes.
* Proven ability to lead, manage, and mentor multiple multi-disciplinary project teams.
* Demonstrated experience in managing major programme/project budgets.
* High-level negotiation, consultation, facilitation, and written and oral communication skills for use in a complex project environment.
* Ability to work in a team environment and develop effective working relationships with internal and external stakeholders.
* High-level knowledge and application of programme and project management methodologies.
