As a key member of Council's Executive Leadership Team, the Director Infrastructure plays a central role in guiding how Council plans for growth, coordinates major infrastructure investment and delivers essential services across a rapidly growing regional municipality. The role provides strategic leadership, governance oversight and executive accountability for a diverse directorate responsible for delivering some of Council's most visible services and projects.
Reporting directly to the Chief Executive Officer, the Director Infrastructure contributes to organisation‐wide strategy and decision‐making while ensuring high standards of operational performance, financial management, asset stewardship and workforce leadership. The position requires a confident, experienced leader who can balance long‐term strategic planning with the practical realities of service delivery, while engaging effectively with Councillors, community stakeholders, government agencies and industry partners.
Key Responsibilities
* Executive Leadership: Contribute to the strategic direction of Council as an active and collaborative member of the Executive Leadership Team, supporting whole‐of‐organisation leadership and decision‐making.
* Strategic and Financial Oversight: Provide executive oversight of the Infrastructure Directorate's budgets, major programs and projects, including accountability for delivery against agreed timeframes, budgets and Council priorities.
* Project and Asset Stewardship: Ensure effective governance, planning and delivery of infrastructure projects and assets, including oversight of the Road Management Plan and other critical infrastructure frameworks.
* Community and Sustainability Outcomes: Champion outcomes that enhance livability, environmental sustainability and customer experience for the Greater Shepparton community.
* Stakeholder Engagement: Build and maintain strong, professional relationships with Councillors, executive colleagues, community stakeholders and external partners to support informed decision‐making and successful delivery of strategic initiatives.

Suitable candidates will hold a tertiary qualification in Civil Engineering, with post‐graduate qualifications in management or a related discipline highly desirable. Proven senior leadership experience within local government or a similarly complex, multi‐functional organisation or business is essential, together with deep expertise in civil engineering, waste management and asset management. The role requires a demonstrated ability to lead, motivate and manage a large, diverse workforce.
As a senior executive position, the role demands highly developed interpersonal, communication and presentation skills, with the capability to build and maintain effective professional relationships with elected Councillors, community stakeholders and strategic partners.
