Overview

The Australian Water Partnership is seeking an exceptional person to fill the role of Technical Lead, for an initial 15 months with possibility of extension based on forward program funding. This role will suit someone with a strong technical profile, international development experience, and the ability to work across a multi-disciplinary team to ensure AWP's activities reflect the best of Australian water knowledge. This exciting role shapes AWP's thought leadership in climate-resilient water management.

As a part of the AWP senior management team, the Technical Lead will manage a small team and engage with our wide network of partners in Australia, the Indo-Pacific and internationally. The successful candidate will lead on codesigning international development activities and can expect to travel internationally and domestically.

The Australian Water Partnership is a DFAT program, managed by eWater Group. Its office is located in Canberra, ACT and it is preferred that the role be based in Canberra.

Responsibilities

Technical leadership

* Review activity proposals and reports as required, and make recommendations about adjustments to activities including additional inputs by Technical Advisory Panel (TAP) members;
* Recruit and manage the TAP to provide additional review capacity as required, including independent quality assessment of proposals, input into activities, and other inputs as requested by AWP or DFAT;
* Manage AWP's climate integration work including through reporting, technical contributions, thought leadership and knowledge brokering, where required;
* Manage implementation of AWP's GEDSI Plan including working with staff, advisers and partners to ensure AWP's activities meet DFAT requirements.

Program planning and strategy

* Lead the development, and at times implementation, of regional and/or AWP activity specific, learning and knowledge activities/programs, ensuring alignment with Sustainable Development Goal objectives in the areas of climate action, gender equality, clean water and sanitation.

Learning and knowledge

* Identify key and emerging water management issues and support AWP's approach to engaging with them through knowledge work, events and activities;
* Lead development and implementation of the AWP's Learning and Knowledge Plan;
* Work in close collaboration with Regional Coordinators, DFAT Posts and AWPs Program, Partnerships & Communications, and Operations teams, and the GEDSI/M&E Advisers to implement AWP's approach to learning and knowledge;
* Lead preparation of the L&K component of the Annual Workplan and Budget

Team management

* Manage the Technical Team, including completing performance appraisal arrangements for direct reports and identifying opportunities for their growth and development

Other

* Adhere to all eWater Group policies and procedures, including but not limited to PSEAH, Child Protection, Fraud and Anti-Bribery;
* Contribute to the continual improvement of systems and processes;
* Work collaboratively within a small team;

Application requirements

Qualifications:

* Tertiary qualifications or equivalent in water resources and/or international development or similar relevant discipline(s)

Knowledge:

* Knowledge of water resources and international development are essential
* Program or project management knowledge is essential

Experience Required:

* Minimum 10 years' experience in water resources, international development or similar
* Minimum 5 years' experience in project/program management
* Proven experience in and knowledge of learning and knowledge programs and objectives in an international development context is highly desirable.

Skills:

* Proven track record in effective project/program management including task and time management to ensure effective delivery of program activities;
* Strong collaboration and high-level stakeholder management skills across the water sector, government, tertiary institutions, non-profits and industry;
* Demonstrated understanding of GEDSI principles and delivery of same in an aid development context;
* Demonstrated ability to lead and coordinate activities across multi-disciplinary teams and/or organisations
* High-level analytical skills and the ability to use initiative
* Demonstrated ability to apply judgement in a complex environments and negotiations

Essential:

* Ability to work flexible hours and travel as required

Desirable:

* Understanding of the Australian and international water sectors
* Experience working in developing countries or working in cross-cultural situations
* Experience in policy, management and capacity building/education
* Experience and /or understanding of learning and knowledge in an international development context, and in response to the UN's Sustainable Development Goals
