About North East Link
The Spark Consortium has been selected for the Central Package of the North East Link Project – Victoria’s biggest road project. The Design and Construction Contractor – comprising Webuild, CPB Contractors, GS Engineering & Construction and China Construction Oceania – will deliver twin three‑lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three‑lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north‑east while maintaining local roads.
About the Opportunity
We are seeking an experienced Site Engineer with BEW and tunnelling expertise, specifically for works within the Smoke Duct Works, to join our TBM team on the SPARK North East Link Project – one of Melbourne’s most iconic infrastructure projects.

Role Responsibilities
- Coordinate and administer construction activities to ensure works meet plans, designs, specifications and programme requirements.
- Supervise onsite FRP and precast installation works, providing technical guidance to crews.
- Monitor material quality and quantities, review drawings against site conditions and implement corrective actions where required.
- Track construction progress, risks and compliance, reporting regularly to senior engineers.
- Interpret design information for onsite delivery and contribute to design improvements and constructability solutions.
- Manage procurement of plant, equipment and materials, and maintain accurate daily cost tracking and registers.
- Conduct safety, environmental and quality risk assessments to ensure standards are met.
- Perform inspections, verification checks and close‑out of QA documentation within project timeframes.
- Manage temporary works design, approvals and adherence to project contractual and legislative requirements.
- Coordinate subcontractors and maintain robust stakeholder relationships to support safe and efficient delivery.
- Analyse project data, documentation and reports to support commercial decisions and project performance.
Minimum Requirements
- Bachelor’s degree in civil engineering, geotechnical engineering, or a similar field.
- Engineer with a minimum of 3 years of experience. Construction site experience is desirable.
- Engineering experience.
- Wide level of planning, development and review of projects.
- Advanced skills in relevant computer software packages; Microsoft Suite; Primavera 6; AutoCAD; Teambinder/InEight and Aphex.
- Written, verbal and presentation skills (e.g., facilitating meetings, pre‑starts and toolbox meetings) and basic cost control skills.
- Quantitative and qualitative risk assessment and monitoring of risk controls and actions involved in delivery and implementation of projects.
