As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role
SES Training provides quality assurance to ensure compliance against Vocational Education and Training legislation and the Australian Qualifications Framework for Registered Training Organisations (RTOs) when delivering nationally accredited and non-accredited training and assessment to staff and volunteers. The team is responsible for reviewing and developing quality SES training and development products, services and systems that provide a holistic and specialised approach to curriculum design and flexible learning materials that enable trainers and assessors to effectively deliver quality learning and development activities and meet SES operational capability requirements.
Reporting to the Manager, you will be a key member of the team providing effective and efficient design, development, review and continuous improvement of a range of learning products and resources that: are flexible; meet the needs of contemporary volunteer services; complies with current industry best practice and frameworks; and are appropriate learning and assessment resources that can be applied consistently throughout the state. You will also provide advice and specialist support to SES staff and volunteer trainers concerning the format and delivery of training courses and programs.

- Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education or can obtain the skill within a mutually agreed timeframe.
- Knowledge or experience working in a quality assurance role within a Registered Training Organisation environment.
- Knowledge or experience with eLearning systems (e.g. Articulate and/or Accelerate), tools and methods to enhance learning experiences.
- Knowledge or experience in project management methodologies.
Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- It is expected the incumbent will possess the necessary expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990. Therefore, this role is also a designated SES uniformed position.
- Capacity to work on night and weekends to suit an SES volunteer environment.
- It is expected that the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state.
Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Contribute to the review, development, instructional design and evaluation of flexible education and training material and resources to enhance learning experiences, and manage completion within negotiated timeframes.
- Develop and design high quality curriculum products that meet SES capability owner requirements and align with training and assessment standards and meet legislative and departmental compliance.
- Undertake research, planning, analysis, and interpret and align curriculum design to industry competency standards and qualifications, ensuring training products align to operational capabilities.
- Prepare correspondence, briefs, submissions and reports in relation to training curriculum and related issues as required, and in accordance with department requirements and timeframes.
- Provide advice and manage projects identifying changes and recommendation within the development and production processes for a range of flexible learning materials and programs.
- Liaise, consult and maintain effective working relationships with internal and external stakeholders regarding initiatives impacting on the design of flexible learning materials and delivery of programs.
