Key analysis and compliance position for a leading Community Housing Provider in the NT.
ABOUT VENTURE HOUSING
Venture Housing Company is a not-for-profit Community Housing Provider under the National Regulatory System for Community Housing (NRSCH) and was established in 2012 in response to a need for affordable housing for key and essential workers across the Northern Territory. We own or manage a portfolio of social and affordable homes across Darwin, Palmerston, Katherine, and Tennant Creek.
Our core purpose is the alleviation of poverty, homelessness, rental stress, and hardship through the provision of safe, secure, and affordable housing to people in need. We exist to meet the needs of those who are vulnerable to housing rental stress, exclusion from the housing market and those who cannot afford to buy or rent in the private market.
We aim to significantly contribute to the supply of sustainable, affordable housing in the Northern Territory. Many of our tenants are key workers vital to the Territory's economy, such as those in the education, retail, hospitality, health, and trade sectors. POSITION SUMMARY
The Revenue and Contracts Manager is a newly established role created in response to Venture Housing's growth and business strategy. The Revenue and Contract Manager is critical in ensuring financial sustainability and regulatory compliance of Venture Housing. Venture Housing has a strong focus on providing affordable and social housing options for very low, and low to moderate income earners who may b experiencing housing rental stress in the private market, or who may need social support and may struggle to find a home.
The role ensures tenancy management aligns with the Residential Tenancies Act (RTA) 1999(NT), and the National Regulatory System for Community Housing (NRSCH). Venture Housing is a licensed real-estate agent and an experience body corporate. As a leading housing provider, we build trust by meeting our obligations to funding bodies, stakeholders and regulatory bodies.
As a not-for profit, this role ensures that we can support tenants with sustainable housing into the future, Venture Hosing is a developer and has developed homes in Tenant Creek, Palmerston and Katherine. To continue doing this the Revenue and Contract Manager is required to manage contract oversight, including accurate calculation and review of rents, management of Commonwealth Rent Assistance (CRA) and tenancy related revenue processes.
Key Responsibilities
1. Financial sustainability
2. Scheduled rent assessments for all tenancies in accordance with government guidelines and Venture Housing polices
3. Ensure rent reviews are conducted within regulatory timelines and rent changes are communicated to tenants clearly and sensitively
4. Calculate CRA entitlements for social housing tenants to ensure they receive their maximum allowable support
5. Monitor changes in CRA eligibility and Centrelink entitlements and proactively adjust rent to remain compliant
6. Lead the management of other rental schemes such as NRAS and Rent Choice
7. Work with Head of Operations and the property management team to support improvements in overall arrears management
8. Ensure intake processes as it relates to rent calculation, collection of supporting information and workflow with Centrelink are efficient
9. Leadership
10. Escalate systemic issues or risks to the Head of Operations
11. Identify complex rent related issues, including disputes, system errors and implement preventive measures
12. Contribute to initiatives aimed at improvement and tenant satisfaction
13. Provide training to staff to ensure property leases are accurate and maintained
14. Provide support to ad-hoc projects and various process improvement initiatives as directed by Head of Operations
15. Compliance
16. Ensure all rent setting and review process comply with the RTA
17. Maintain auditable records of rent assessments
18. Conduct internal audits of leases to ensure ongoing improvements
Essential Qualifications
Applicant must have tertiary qualifications or equivalent professional experience in one or more of these areas:
* Certificate IV Business Administration
* Certificate IV Accounting and Bookkeeping
* Certificate IV in Property Management
Mandatory Checks
* Current drivers licence
* National police clearance check
* Northern Territory working with children clearance
Experience
Applicant must have strong working knowledge of relevant legislation:
* The Residential Tenancies Act 1999(NT)
* The National Regulatory System for Community Housing (NRSCH)
* Centrelink and Commonwealth Rental Assistance (CRA) polices
Applicant must be able to demonstrate experience in:
* Interpreting and applying regulatory requirements
* Ability to manage funding contracts and service agreements
* Meet reporting obligations
* Collaborate across tenancy, finance and maintenance teams
* Analytical problem-solving skills and revenue management
* The use of housing and property management systems
Desirable
* Working in the Northern Territory requires an understanding of unique social, economic and cultural challenges
* Familiarity with working for a not-for-profit community housing provider
