About the Client:This role supports a major whole‑of‑government Finance Reform Program (FRP) designed to replace the 30‑year‑old Masterpiece financial management system with a contemporary Oracle platform. The program will modernise finance processes across government, significantly changing how financial activities are performed by a wide range of stakeholders including finance, ICT, and operational teams.

The program environment is fast‑paced, collaborative, and focused on delivering high‑quality training, communication, and stakeholder‑readiness materials to support a smooth transition to the new system.

About the Role:

Due to increased program activity, a skilled Content Developer is required to assist the Training and Change teams with the creation of high‑quality learning and engagement artefacts. In this key role, you will transform complex technical and financial information into clear, user‑friendly content suitable for a broad and diverse audience.

You will work closely with Subject Matter Experts, trainers, change practitioners, and agency representatives to produce training materials, guides, presentations, videos, and other digital assets that support end‑user learning and early adoption. This role suits someone who is organised, creative, detail‑focused, and comfortable managing shifting priorities within a large transformation program.

Key Responsibilities:

• Design, develop, and document engaging learning content using multiple formats including written guides, online material, videos, infographics, and presentations.

• Support stakeholder engagement and change activities by producing high‑quality program artefacts aligned to program standards.

• Translate complex financial and system information into clear, concise, and accessible content for diverse user groups.

• Collaborate with Subject Matter Experts, Shared Services teams, and agency stakeholders to determine content requirements and structure.

• Ensure all documents are consistent with templates, branding requirements, and program guidelines.

• Maintain accurate records in accordance with the State Records Act 1997.

• Support training delivery through preparation of content, updates, version control, and formatting.

• Apply public sector ethics, EEO, Work Health and Safety, and cultural inclusion principles.

Essential Skills, Tickets, and Experience:

• Demonstrated experience designing and developing high‑quality learning, training, and change artefacts.

• Experience working with structured templates and organisational branding across Microsoft Office applications.

• Superior attention to detail to ensure accuracy, quality, and consistency of all program artefacts.

• Ability to create digital content such as videos, online learning materials, and visual communication pieces.

• Strong capability in simplifying complex subject matter for a broad audience.

• Proven ability to manage workload, prioritise tasks, and work autonomously in a dynamic environment.

• Flexibility to respond to evolving program needs while maintaining delivery quality.

• High proficiency in Microsoft Office, particularly PowerPoint, Word, and Teams.

• Understanding of public sector legislation, including EEO, Code of Ethics, cultural inclusion, and WHS Act 2012 requirements.

• Ability to work in alignment with the spirit and principles of AS ISO 31000:2018 Risk Management – Guidelines.
