About the role: This is a critical leadership position within the Infrastructure Services Department, responsible for delivering significant structural and operational change across the Works area. You will provide leadership, development, strategic and operational direction to the Works Section to enable it to effectively and efficiently deliver excellent customer service to both internal and external customers in order to meet the needs of Council, its customers and the wider community whilst ensuring the sections workforce is focused, engaged, motivated and operationally effective and efficient. Responsibilities include but not limited too: Provide clear, accountable leadership to the Infrastructure Services team, setting expectations, building capabilities, driving performance, safety focused culture to deliver compliant risk informed outcomes. Manage the construction and maintenance workforce to deliver the Capital Works and Maintenance Programs for assets within budget and approved timelines. Develop and implement strategies that balance ongoing operations, constraints and future needs for infrastructure assets in consultation with both internal and external stakeholders as required. Contribute to the preparation of the Corporate and Operational Plans for the section. Meet the objectives of the annual Operational Plan for the section. Provide professional advice and support to the Director of Infrastructure Services. Assist in the preparation of draft Annual Capital Works and Maintenance Programs and 5 Year Capital Works Programs for infrastructure assets. Ensure effective, efficient and timely delivery of Council’s approved internal and external works programs. Ensure ongoing compliance of all relevant parties within Council’s policies, procedures and relevant legislation. Manage the preparation of project schedules and estimates for relevant projects and programs. Prepare reports for Council Meetings and Workshops as required and ensure that all Council decisions and directions are carried out in an effective, efficient and timely manner. Prepare submissions for Council and for the Infrastructure Department as directed from time to time. Prepare and monitor the sections budget, including the provision of quarterly reports and timely identification and reports on variations to the Director. Continuously monitor, review and develop work practices, procedures, policies and systems. Participation in the recruitment, induction and training of employees where appropriate and required. Undertake quality two way performance discussions for relevant employees. Coordinate Council’s internal response operations relating to emergency/disaster events in accordance with relevant plans and strategies. Participate in training, exercises and response to disaster management and recovery as required.
