About The Role
The Roads Manager holds a strategic leadership role in the end-to-end delivery of road and stormwater infrastructure projects, from initial investigations through to construction completion. With oversight spanning planning, design, specification, stakeholder engagement, and project execution—including both contract and project management—the Roads Manager ensures infrastructure initiatives are delivered sustainably and in alignment with the long-term aspirations outlined in the Community Strategic Plan.
This role commands three integral teams: the Civil Design Team, Civil Project Management Team, and Infrastructure Renewal Team, orchestrating their collective efforts to deliver high-impact public works. Through coordinated leadership and technical direction, the Roads Manager drives performance across project lifecycles, ensuring consistency, quality, and community-focused outcomes.
A key focus of the role is to decouple design and construction phases from financial year constraints, enabling infrastructure programs to be forward-planned and seamlessly executed across budget cycles. This strategic shift promotes greater efficiency, reduces delivery risks, and enhances long-term infrastructure stewardship.

Remuneration
A Market Competitive Total Remuneration Package (TRP) That Recognises
* Market relativity
* Additional hours worked required to meet position requirements and performance expectations
* Option to access IWC motor vehicle lease back scheme.
* Alternatively, there is a novated leasing or salary packaging a vehicle through a provider.
The TRP Includes The Following Components
1. base salary, superannuation (SCG) contribution, civil liabilities allowance and may include:
* market premium
* cost of non-cash benefits
* cost of fringe benefits tax (FBT)
Essential Requirements
Some of the required skills, experience and qualifications
* Degree in Civil Engineering or equivalent recognised by Engineers Australia
* Significant experience in leading and managing road and stormwater related project delivery
* Significant experience in leading and managing road and stormwater design and providing construction advice
* Practical experience in the investigation, evaluation, design and specification of capital works infrastructure to relevant industry standards, codes and legislation
* Demonstrated financial management, procurement, contract and budgetary experience
* Excellent communication and interpersonal skills with the ability to engage effectively with a diverse range of stakeholders
* Understanding of or experience with the Australian Business Excellence framework or experience in development and execution of improvement initiatives or continuous improvement.
* Experience leading and managing a customer-focused team
* Knowledge of and commitment to equity and diversity principles, work health and safety, ethical practice and acting with probity at all times
* Current NSW Class C Driver's Licence
Desirable Requirements
* Accreditation as a Chartered Professional Engineer (CPEng) or equivalent
* Experience in Prince 2 project management methodology or similar methodologies
