DIVISION OVERVIEW

Strategic Finance supports the Directorate through the provision of a financial framework supported by financial reporting, accounting operations, and coordination and/or input into the annual budget and estimates functions. The Finance branch undertake, but is not limited to, the following:

* Provision of strategic and operational financial support and advice
* Development and allocation of internal and external budgets (including coordination of the Directorate’s input into development of the ACT Government’s annual budget papers)
* Preparation of financial performance reports for management and other key stakeholders
* Accounting for the Directorate’s assets including coordination of the annual asset revaluation program
* Accounts receivable and accounts payable processing
* Development and maintenance of financial management information systems and processes
* Preparation of the Directorate’s annual financial statements.

Eligibility/Other requirements:

DUTIES / RESPONSIBILITIES

To be a strong contender for this role, you will be a skilful communicator with a strong background in financial reporting and analysis. You will have the capacity to communicate with influence and improve financial management capabilities.

The Position

* Assists in the management of the financial reporting activities of the Directorate, including cash management and forecasting, accounts receivable, accounts payable and salary reporting.
* Provide timely and accurate advice to managers and executives on financial performance, expenditure projections and costings of specific project and budget initiatives.
* Provide technical accounting directions, budgeting and financial management advice to managers and executives.
* Preparation of monthly reports with advice based on the above.
* Conduct monthly account analyses and reconciliations to ensure the accuracy and integrity of the ledger’s financial information resulting from daily transactional activities.
* Assists in the management of the annual financial statements process, including preparation of reconciliations, collection of data from internal and external stakeholders and managing the external audit.
* Assists in the development and maintenance of complex financial reporting reconciliations and reports.
* Contribute to delivery of the day-to-day activities of the Strategic Finance team with a view to delivering the unit’s common business goals and objectives.
* Maintain records in accordance with the Territory Records Act 2002
* Other tasks as required.

SELECTION CRITERIA (CAPABILITIES)

Your suitability for this position will be assessed based on your skills, knowledge and behaviour in relation to the duties/responsibilities listed above.

Skills

* Highly developed interpersonal and written communication skills with a focus on delivering complex information in clear and concise terms for multiple audiences.
* Highly developed organisational skills with an emphasis on managing competing priorities and deadlines either independently or within a team.
* Experience working with TM1 and the ACT Government’s Oracle financial management information system (or a similar financial management information system).

Knowledge

* Demonstrated understanding of accrual-based accounting principles and the implication of the Financial Management Act 1996 on public sector budgeting and financial management.
* Demonstrated highly developed knowledge and experience working with large data sets and Financial Management Information Systems to provide accurate financial analysis and advice to meet the needs of the executive and business areas.

* Proven ability to work as part of a team and contribute to a positive team culture.
* Demonstrated understanding and commitment to the implantation of Respect, Equity and Diversity (RED), participative work practices and Workplace Health and Safety (WHS), and compliance with the requirements of the Territory Records Act 2002.

COMPLIANCE REQUIREMENTS / QUALIFICATIONS

Highly Desirable: Tertiary qualifications in Accounting or a related field and CA/CPA qualification or progress toward same is highly desirable.

Note: A Merit Pool will be established from this selection process and will be used to fill vacancies over the next 12 months. This position will be moving to a new workplace designed for activity-based working (ABW). Under ABW arrangements, officers will not have a designated workstation/desk. During peak operational periods applicants may be required to work in the office and understand the role may involve weekend or after hours work during peak budget periods.
