The Department of Justice and Community Safety is seeking an Intelligence Manager to provide a critical role at Western Plains Correctional Centre.

About The Business Unit
Western Plains Correctional Centre is a modern, maximum-security prison focussed on rehabilitation, housing up to 1248 people in custody. Western Plains features multi-purpose infrastructure which is adaptable to the evolving needs of Corrections Victoria and the people in our care. Modern amenities include medical wards, a cultural centre, and vocational training facilities.

Western Plains provides a holistic, multidisciplinary approach to individualised care which motivates, encourages and promotes reintegration into the community. Western Plains has advanced technology which improves security, streamlines operations and enhances connections for the people in our care.

Western Plains operates with three primary service teams: Workforce and Prison Services, Communities, and Safety and Operational Service which collaboratively deliver comprehensive services for people in our care, safety management, and corporate services. Through its innovative design and service model, Western Plains aims to create a thriving environment conducive to safety and positive behavioural change.

Corrections Victoria Intelligence Service (CVIS) is the overarching intelligence service for the Victorian correctional system. The CVIS is comprised of the primary intelligence unit known as the Corrections Victoria Intelligence Unit (CVIU), and localised prison intelligence units located at the public and private prison facilities in Victoria. CVIU delivers intelligence services to decision makers across Corrections Victoria and its stakeholders to support the security and safety of correctional facilities and to support community safety and the effective management of offenders in the community.

About The Role
The Intelligence Manager has the primary responsibility for overseeing the delivery of intelligence services to support decision makers across CV, the department, and its key stakeholders. The Intelligence Manager provides expert intelligence advice to executives and operational managers across the state, as well as strong leadership to intelligence practitioners.

The Intelligence Manager must foster and maintain critical stakeholder relationships within the Department and across the criminal justice system. The position will contribute to the ongoing strategic planning, implementation, and improvement of the CVIU to meet the organisation's changing needs, with a focus on service excellence and community safety. The role also requires strong leadership to drive development of a varied workforce, strong governance, and the ability to drive continuous improvement.

The Intelligence Manager will be required to attend other relevant work locations within the Barwon Precinct with the predominant work location being Western Plains Correctional Centre.

Some Of Your Duties Will Include

* Lead a team of intelligence practitioners delivering varied intelligence functions, providing strong leadership, guidance, and ensuring responsibility and accountability.
* Provide authoritative strategic advice on the results of intelligence gathering, including the identification and evaluation of emerging threats, trends opportunities and mitigation strategies.
* As a member of the WPCC leadership team, lead and contribute to the ongoing strategic planning, implementation, and improvement of WPCC business operations and workforce development.
* Manage various portfolios of the intelligence service, as required.
* Support WPCC Senior Leadership Team and CV management, staff and external agencies by participating in the development and planning of intelligence-led operations.

About You
To be successful in this role, you will have:

* Experience in leading intelligence practitioners delivering tactical and strategic intelligence functions.
* Demonstrate a sound knowledge of contemporary principles and practises that apply to intelligence functions within the criminal justice system and across intelligence agencies.
* Knowledge of legislation pertaining to the Victorian correctional system.

Qualifications/requirements

* An existing Negative Vetting Level 1 Security Clearance, otherwise one must be obtained within 12 months of employment.
* A current full driver's license is required as this role will be required to travel to other work locations.
* Working knowledge of the Centurion Intelligence System, Ejustice, PIMS, Microsoft Office and the Prisoner Telephone System (desirable).
