Purpose and Impact
The Project Delivery Services Manager (PDS Manager) is a leadership role responsible for driving excellence in project delivery support across a diverse portfolio of projects within the OASIS Program. The PDS Manager oversees Proposals, Project Controls, and Project Change Management to optimize project execution and alignment with organizational goals. This role involves collaborating across functional groups including Business Operations, Projects & Construction, Engineering, and Subcontracts & Procurement to deliver innovative and compliant solutions tailored to customers and stakeholders.
Work Schedule
5 days/week, 8 hours/day.
Essential Responsibilities
* Lead the proposal team to drive successful outcomes during the lifecycle of proposal development, including RFP analysis, risk mitigation, responding to RFIs, creating solutions, preparing Statements of Work, conducting bid evaluations, and developing cost‐effective and compliant proposals aligned with company policies.
* Manage and mentor a Project Controls Team using best practices to ensure efficient controls on scheduling, cost management (accurate EACs and cost‐loaded schedules), risk analysis, and documented change management in partnership with stakeholders such as Finance and Project Managers.
* Maintain a strong working relationship with Global Supply Chain Management, Buyers, and Subcontract Administrators to provide compliant and cost‐effective procurement solutions; track and report performance metrics to optimize vendor and subcontractor workflow processes.
* Oversee customer clarifications, risk identification, and mitigation strategies throughout both the proposal lifecycle and project change management processes; communicate status updates effectively.
* Ensure rigorous tracking, record‐keeping, and reporting for all project delivery activities, including proposals, approval stages, and closed‐out projects; retain data for ongoing insights and audits.
* Develop comprehensive project execution packages and facilitate seamless handovers to Project Managers, ensuring projects are ready for efficient implementation and successful closeout.
* Promote and enforce best practices for health and safety compliance on‐site and in the workplace according to company standards.
* Build and strengthen relationships with internal and external stakeholders at all levels, fostering productive partnerships and alignment of project goals.
* Perform other reasonable duties as assigned, including troubleshooting project delivery challenges and contributing to strategic business initiatives.
Work Environment, Physical Demands, and Mental Demands
Typical office environment with no unusual hazards. Occasional lifting up to 10kg, kneeling, standing and walking, routine sitting, constant use of speech and hearing abilities for communication, constant mental alertness, and ability to work under deadlines.
Minimum Requirements (Knowledge, Skills, and Abilities)
* Demonstrated leadership and supervisory experience in fast‐paced project delivery environments.
* Proven experience managing or bidding complex projects across diverse sectors (e.g., construction, IT, security).
* Expertise in proposal development, including RFP reviews, SOW preparation, and cost estimation.
* Hands‐on experience with cost‐loaded schedule management and EAC (Estimate at Completion) development.
* Skilled in driving project efficiencies using performance metrics, workflows, and industry best practices.
* Ability to draft, evaluate, and negotiate SOWs for Design & Construction, Engineering, and EPC contracts.
Security Clearance Required
Applicants must obtain and retain the appropriate level of security clearance and medical clearance applicable to each role, including Negative Vetting L1 (NV‐1) Department of Defence Security Clearance (Australian) or Secret (U.S.) clearance.
Minimum Education
Undergraduate degree or equivalent work experience in Business, Project Management, or related fields.
Preferred Qualifications
* Proficiency with project management tools such as Microsoft Project, SharePoint, and Microsoft Office Suite (including advanced Adobe functionality).
* Experience preparing proposals using automated tools and software typical in large industrial or technical project environments.
* Postgraduate degree in Business, Management, or Project Management.
Compensation Details
$130,000 – $190,000. The compensation range is a good‐faith estimate; actual compensation may vary based on job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
