About The Role
The Director, Commissioning is a key leadership role in the Investment and Commissioning Branch which sits in the Budget, Finance and Investment Division of the Department of Health.
The Director provides executive leadership to strengthen commissioning of health services across the Department, ensuring that decisions to invest in and fund external organisations to deliver health services are driven by robust needs assessment, aligned to government priorities, and support sustainable system outcomes. The role is accountable for shaping, securing organisation-wide support for and implementing commissioning and governance frameworks that guide how services are planned, funded and delivered, and evaluated to strengthen accountability for performance and value-for-money across the health system.
The role leads the development and application of needs-based commissioning approaches, working with program areas to translate population and service demand insights into clear investment priorities and drive strategic investment planning, ensuring commissioning principles and priorities are integrated into investment service delivery planning, budget development and service procurement, monitoring and evaluation cycles.
Through strong partnerships across divisions, portfolios and central agencies, the Director provides authoritative advice to senior executives on commissioning strategy, funding models and service delivery performance, enabling informed decision-making and effective stewardship of public funds.

About You
We are looking for someone who can:
Lead the Department's commissioning function, establishing clear commissioning strategy, frameworks and governance that align service delivery funding and investment decisions to government priorities and system outcomes.
Provide leadership for commissioning-related budget processes, supporting disciplined decision-making on funding settings, including clear identification of trade-offs, approvals and affordability within fiscal constraints.
Build and maintain effective partnerships across divisions and program areas, Finance and delivery agencies to ensure commissioning approaches are practical, coordinated and implementable and support improved accountability, performance and value of money outcomes for the State.
In collaboration with program areas, drive strategic service delivery funding investment planning and prioritisation, ensuring that commissioning principles and approaches are fully integrated into service delivery planning, budget development and funding allocation advice and decision-making.
Design and oversee implementation of commissioning models and associated performance settings, including incentives, accountability mechanisms and monitoring approaches to improve value-for-money and system performance.
Required Expertise / Qualifications
Expertise in health commissioning and public sector investment, budget governance and negotiation with central agencies.
Extensive experience in health finance, economics, policy or investment planning.
A relevant tertiary qualification in finance, economics, public policy or a related discipline.
