About the Role
The Townsville City Council is seeking a mid-senior level Capability Business Partner to support the development and coordination of organisational Training Needs Analysis (TNA) and ensure alignment with strategic objectives, workforce planning, and compliance requirements.
This position will influence a culture of learning, innovation, and inclusion across the council by collaborating with HR, operational leaders, and subject matter experts to understand capability requirements and develop learning strategies.
Key responsibilities include:
* Conducting annual skills gap analyses in partnership with internal stakeholders to translate workforce data into actionable learning priorities;
* Developing and implementing consistent processes and tools for capturing, reviewing, and maintaining capability data across departments;
* SUPPORTING THE INTEGRATION AND SYSTEMATISATION OF TNA PROCESSES WITHIN A LEARNING MANAGEMENT SYSTEM (LMS);
* Providing specialist advice and support on L&D systems configuration, process design, and governance;
* Coordinating the development and maintenance of learning policies, procedures, and guidance documents.
About You
The ideal candidate will have:
* Tertiary qualifications in Human Resource Management, Training, or Education;
* Extensive experience working in a similar role in a diverse multi-disciplined organisation;
* Highly developed communication and negotiation skills with the ability to solve complex problems through the design and implementation of effective solutions;
* Demonstrated experience in designing and implementing scalable systems and processes to identify, capture, analyse, and systemise organisational learning needs data;
* Demonstrated experience in using Learning Management Systems to track participation, provide training metrics, and assess training effectiveness.
