MYtech Consulting Services is a growing IT service provider, providing services to public and private sector clients. We are seeking a skilled and experienced Change Lead for a 6-month contract within NTG's NTPF Digital Transformation Program, supporting the the NT Government’s focus on reducing crime and improving community safety via projects, tools and initiatives that enhance policing and organisational capability.
Scope of Works
The Change Lead is responsible for the design, development, implementation and continuous refinement of change and training strategies and plans for a complex, multi stream program of work, contributing to an integrated Business Readiness approach that ensures organisational readiness, adoption and benefits realisation across the NT Police Force and other stakeholders. The role operates in a legislation driven environment, requiring the ability to support senior leaders to understand and manage trade offs between mandatory compliance outcomes, operational efficiency and economy objectives. The Change Lead works collaboratively as part of the Business Readiness team within Digital Transformation & Reform, aligning change management activities with business process design, communications, learning and development, workforce planning and benefits realisation to deliver coordinated and sustainable transformation outcomes.
Key Duties And Responsibilities
* Design, develop, implement and evaluate strategic and tactical Organisational Change Management (OCM) strategies and plans across multiple program streams.
* Work as part of the Business Readiness team, coordinating change management activities with training, communications, business process and workforce workstreams to deliver an integrated readiness outcome.
* Provide authoritative strategic change, training and business readiness advice to Program Directors, Executives and senior leaders, including advice on trade offs between legislative compliance, efficiency and cost outcomes.
* Translate legislative, regulatory and policy requirements into clear people, process, role and capability impacts for operational and corporate stakeholders.
* Identify, assess and actively manage cumulative change impacts across concurrent program streams to minimise disruption, change fatigue and operational risk.
* Contribute to the development and maintenance of Business Readiness assessments, transition plans and go live readiness criteria.
* Monitor, evaluate and report on the effectiveness of change management strategies and plans, adjusting approaches as required to achieve adoption and benefits realisation.
* Collaborate with program and project team members to identify and manage change, improvement and optimisation opportunities in line with best practice change management approaches.
* Provide expert change and workforce impact advice to support resource planning, procurement and recruitment decisions, aligned to program priorities and legislative timelines.
* Define, track and report on benefits realisation measures related to compliance, efficiency, workforce capability and service outcomes, in collaboration with business owners.
* Co design and deliver stakeholder engagement activities, communications, learning interventions and people change support services.
* Provide timely, accurate advice on risks, issues and barriers affecting adoption, with clear mitigation strategies.
* Deliver reliable progress reporting and assurance using established program governance processes, tools and templates.
Skills And Experience
* High level organisational change management experience delivering large, complex digital and business transformation programs across geographically dispersed service locations.
* Demonstrated experience working within multi stream programs with interdependencies, overlapping delivery schedules and competing priorities.
* Proven ability to design and lead change management strategies, translating organisational strategy into operational outcomes and creating a shared sense of purpose with stakeholders.
* Demonstrated experience leading change within legislation driven or regulatory environments, including interpretation of legislative, policy and compliance requirements into practical people, process and capability impacts.
* Strong capability to balance compliance obligations with operational efficiency and economic considerations, and to articulate impacts, risks and trade offs to executive stakeholders.
* Well demonstrated capability managing a broad range of stakeholders across large, complex, organisation wide transformations, including executive, operational and enabling services.
* Knowledge of contemporary change and project management frameworks, methodologies, practices and tools, including application of structured change approaches such as the PROSCI ADKAR model.
* Demonstrated proficiency in preparing high level correspondence and communications material to a high standard, including translating technical or legislative information into clear plain English.
* Experience applying stakeholder engagement methodologies and building collaborative relationships to ensure change is understood, embedded and delivers intended benefits.
* Demonstrated flexibility to respond to changing priorities while maintaining program focus in environments characterised by continuous improvement and reform.
* Knowledge and experience managing resistance to change, negotiation, mediation and resolution of competing stakeholder views.
* (Desirable) Relevant tertiary qualifications or recent experience in Project Management, Change Management, Human Resources, Business Transformation or a related discipline.
* (Desirable) PROSCI Change Management certification (or equivalent contemporary change management accreditation) with demonstrated practical application in complex transformation programs.
