What you will do as the General Manager Compliance and Enforcement

The General Manager is responsible for developing and providing strategic advice to the AER Senior Leadership Team (SLT) and the AER Board on compliance and enforcement across retail and wholesale energy markets and energy networks.

Through their leadership of the Compliance and Enforcement branch, the General Manager ensures the AER acts to increase industry compliance and stop harmful behaviour.

The General Manager leads an integrated, professional team to deliver compliance and enforcement outcomes that support the achievement of the AER's purpose to make all energy consumers better off, now and in the future.

The General Manager has excellent interpersonal skills enabling them to work collaboratively with senior decision makers throughout the organisation. They will have strong communication and negotiation skills to ensure they work effectively with stakeholders in achieving relevant compliance and enforcement outcomes.

The General Manager will report to the Executive General Manager of the Compliance, Enforcement and Surveillance Division and work closely with the AER Chair, Board and Senior Management to ensure that the functions of the AER are undertaken efficiently and effectively.

Duties The General Manager's Key Responsibilities Are To
* Oversee and manage the AER's Compliance and Enforcement Branch including the direct supervision of Executive Directors and Directors, and the associated staffing and consultancy budget.
* Lead and manage teams responsible for conducting investigations into possible contraventions of energy rules and laws; develop and implement risk‐based compliance programmes; oversee retail and gas compliance audits; including identifying and allocating work tasks to team members to ensure the efficient and effective allocation of resources and progress of projects.
* Ensure overall management and strategic focus of compliance and enforcement work is in line with the AER's Compliance and Enforcement Policy, plans and strategic direction, and work with Executive Directors and Directors within division to action.
* Provide expert advice and leadership into the development of the AER's annual enforcement and compliance priorities.
* Contribute to the achievement of the AER's roles and functions as part of the AER's executive team.
* Build and maintain constructive working relationships with staff, AER Board members, senior managers, external advisors, energy market participants, Government (Federal and State/Territory) and consumer groups and other stakeholders to achieve the AER's purpose, vision and objectives.
* Develop, review and present a range of written material for a wide audience including correspondence, briefings, briefings to external lawyers, instructions to external lawyers, guidelines, advice, speeches and submissions on compliance and enforcement issues and Board papers.

The General Manager is designated as an 'Officer' under the Workplace Health and Safety Act 2011.

About You

In order to succeed in the role, you will have:

* A strong knowledge or ability to acquire a strong knowledge of the Australian energy markets and associated laws and rules; the role, purpose and objectives of the AER and the complex political and stakeholder environment within which the AER operates
* Extensive demonstrated experience developing and delivering compliance and enforcement strategies to enhance business compliance and stop harmful behaviour, preferably in managing a regulatory compliance intelligence function
* Significant demonstrated experience in leading and managing enforcement litigation
* Relevant tertiary qualifications and/or equivalent experience
