About the Role
The council in Melbourne's East seeks a Technical Officer to ensure the reinstatement of assets and infrastructure is assessed and built according to Council standards. As an Authorised Officer and technical expert, you will work in accordance with Council procedures, including providing education, issuing notices, and contributing to briefs of evidence for prosecution under Local Laws, relevant Acts, and Regulations.
This position involves working professionally with employees at all levels across Council and liaising with external stakeholders, including the community, residents, Public Authorities, builders, and contractors.
This is a contract role for an initial 3 months, with the opportunity for extension.
Key Responsibilities
1. Respond to and resolve customer issues regarding damage to Council infrastructure assets and works by developers and utility companies.
2. Complete vehicle crossing assessments and issue permits as required in accordance with Council Policy and Procedure.
3. Conduct Road Opening and Public Authority inspections to ensure works are completed to Council satisfaction.
4. Ensure results of investigations are fully detailed on Council's database.
5. Provide guidance to the Asset Protection & Permits Team regarding reinstatements as required.
6. Conduct site visits and issue permits and consents as required.
7. Manage the provision of engineering advice, certification, and compliance of drainage.
8. Input data and information into corporate financial and information systems.
9. Assist with the maintenance and updating of various registers, website, and databases.
10. Build constructive relationships with internal and external stakeholders.
11. Assist members of the public, Public Authorities, builders, developers, and contractors in relation to State Government Legislation and any other Acts, Regulations, and Council Local Laws.
Requirements
To be successful in this role, you must have:
* Tertiary qualification in Civil Engineering and/or relevant Local Government Engineering experience.
* Proven experience in enforcement or compliance-related field with a minimum qualification of Certificate IV in Government Compliance or equivalent qualification.
* Experience in assessment, issuing, and management of permits is desirable.
* Ability to deal effectively with property owners, builders, and developers in an assertive, resilient but respectful manner seeking cooperation in complying with Local Laws, permits, consents, and bond conditions.
* Current Victorian drivers' licence and satisfactory pre-employment medical, police, and Working with Children Check.
* Completion of Traffic Management Course and/or Traffic Controller experience would be highly regarded.
