About the Assignment
The Cost Controller is responsible for the project controls cost and finance matters supporting the APF Tie-In project, and provides leadership and direction in all aspects of cost administration, management and performance monitoring. The Cost Controller will steward established project controls processes consistent with approved execution strategies and plans for successful delivery of the project. This includes providing the project team with meaningful, current and accurate data in order for team members to make informed decisions to meet the objective of completing the Project within the approved budget.
The Cost Controller works closely with the Project Services Manager to provide expert technical advice and guidance, to ensure a consistent approach to cost management is achieved and where required, lead the development of documents, processes and tools to support the Project. They will engage with each contracted vendor to ensure timely and accurate cost reporting is provided to allow identification and management of emerging trends / issues within each vendor's scope.
Tasks include:
* Work closely with the Project Services Manager and other Project Management Team (PMT) members, Contractors and key stakeholders to implement effective cost controls for the project.
* Advise the Project Services Manager and Senior Manager – APF Project of areas of actual or potential cost problems, including recommendations to alleviate problems.
* Subject matter expert and primary contact for all cost control matters.
* Develop project detailed budgets from TIC estimates.
* Manage the project input into the periodic budget processes with PNG Developments and Projects.
* Monitoring, analysis and reporting of costs vs. budget, including preparation of trends and forecasts, and inputs into the Risk Management process.
* Administer elements of the Change Management process that relate to cost.
* Flag unfavourable trends in a timely manner so that project management have an opportunity to take corrective action to influence the project outcome.
* Identify cost-overrun risks and their root cause and recommend mitigations.
* Ensure cost control processes, procedures and tools are utilized effectively and their benefits understood within the project team.
* Ensure financial compliance with Santos' contractual obligations related to the project (accruals integrity, cash calling, budget approvals, reporting, etc).
* Maintain commercial awareness of contract packages through understanding of awarded work scope, payment terms, commercial conditions, potential variations, project strategies and interfaces with other contracts.
* Ensure all finance related administrative issues are raised and actioned in a timely manner.
* Perform health checks and audits of Contractor cost reporting, including verification of payment certificates and invoicing.
* Work with Contractors to oversee development of cost estimates and associated deliverables (e.g., cost estimate basis) at each phase of the project.
* Lead the preparation of the cost inputs for the Project Monthly Report by compiling information from disparate sources, including EPC Contractors as well as interpretation and analysis of reports produced by others.
This assignment is initially offered for 12 months, engaged via Chandler Macleod.
Location for this assignment is Brisbane working full-time office hours.
About You
* Tertiary qualifications in engineering, project management, business, accounting/commerce or related discipline.
* Familiarity with project controls software including cost control and scheduling packages.
* Strong experience in cost related roles in major capital project execution.
* Exposure to extractive industries with oil and gas experience considered a distinct advantage.
* Prior experience in a senior Cost Control position.
* Knowledge of and experience with multi-disciplinary teams, including experience of managing FEED, EPC, EPCM Contractors, in lump sum, unit rate, reimbursable contracting environments.
* Demonstrated track record in the successful completion of project controls tasks with limited supervision.
* Administration of capital and operating cost estimates for upstream oil and gas facilities.
* In-depth knowledge of project change control and cost forecasting.
* Project controls experience of varied and complex projects.
* In-depth knowledge of differences in performing project controls with different contract types (e.g., reimbursable cost, unit rate and lump sum).
* Knowledge of planning & scheduling (including progress measurement), with some experience in planning with Primavera desirable.
* Proficient in oral and written communications and high-level presentation skills / experience.
* Effective interpersonal skills required to interact with others both above and below in seniority.
* Strong Excel and database experience, with experience in PRISM & SAP desirable.
