Project Controls Specialist – Change & Risk

TasNetworks is seeking a highly skilled Project Controls Specialist – Change & Risk to support the North West Transmission Developments (NWTD) by leading the project's change management and risk management functions. In this pivotal role, you will ensure effective implementation of the project's Change and Risk Management frameworks, maintaining alignment with TasNetworks and NWTD governance requirements.

You will act as the project's single point of contact for risk management, ensuring all risks are identified, assessed, mitigated, and monitored in accordance with the Project Risk Management Plan. You will also oversee and coordinate all project change and variation requests, ensuring they remain consistent with the approved scope, schedule, and budget. This role requires a high level of independence, impartiality, and analytical capability to support informed decision‐making across a major infrastructure program.

Responsibilities

* Evaluate and review contractor change requests to confirm alignment with approved scope, budget, and schedule baselines.
* Manage the end‐to‐end change control process for both contractor‐initiated and internally generated change requests.
* Maintain a robust change register, ensuring documentation is accurate, complete, and audit‐ready.
* Provide governance and assurance to control scope increases and manage commercial and contractual risks.
* Lead qualitative and quantitative risk management activities, including facilitating risk workshops and maintaining the Project Risk Register.
* Lead Quantitative Risk Assessments (QRA) and work with Commercial, Finance, and Project Controls teams to establish contingency and management reserve budgets.
* Track trends in change requests and develop updates for the project‐wide risk register.
* Work closely with EPC partners and internal teams to assess scope changes and confirm cost, schedule, and risk implications.
* Deliver clear, evidence‐based recommendations to the Project Director on whether proposed changes should be approved, rejected, or revised.
* Provide backup support to other Project Controls team members as required.

Qualifications

* 5‐10 years of experience in project controls, change management, and risk management within major infrastructure, EPC, or capital works environments.
* Strong understanding of project scope definition, commercial frameworks, and contract management.
* Ability to interpret technical documentation, contract clauses, and cost estimates.
* Bachelor's degree in project management, commerce, engineering, or a related field.
* Experience establishing new processes, frameworks, or teams in a major project environment.
* Demonstrated experience conducting QRA using Monte Carlo simulation (highly desirable).
* Familiarity with project controls systems such as Primavera P6, InEight, SAP, or similar.
* Proficiency in MS Office, risk management software (Risk, Safran, Acumen Fuse), and data visualisation tools (Power BI, Tableau).
* Experience in government‐funded or regulated infrastructure programs (desirable).
* PMI or AACEI certification or membership preferred.
* Sound professional knowledge of Project Control Best Practices including AACE Total Cost Management (TCM) framework and Recommended Practices.
