We are seeking a Head of Learning, Development & Diversity to lead the Group's learning and workforce inclusion agenda and ensure these disciplines deliver practical, measurable value to the business. Reporting directly to the Chief People & Culture Officer, this role is a key member of the Group People & Culture leadership team and combines enterprise-level strategy with strong operational ownership and delivery.
This role requires a leader who can shape direction, influence executives and drive consistent execution across a decentralised organisation — ensuring learning and diversity initiatives are embedded into how work is done across projects, functions and businesses. This role can be based on our NSW, VIC or QLD CIMIC office.
The role
As Head of Learning, Development & Diversity, you will be accountable for defining and delivering CIMIC's learning, leadership development and diversity strategies, while ensuring strong operational performance, governance and measurable outcomes.
You will lead a portfolio that spans leadership development, capability building, critical skills, early careers and diversity and inclusion. Success in this role depends on the ability to translate strategic intent into practical, scalable solutions that lift capability, support safe and productive delivery and strengthen leadership accountability across the Group.
This role operates at the intersection of strategy, risk, culture and performance, with a clear expectation of commercial discipline, prioritisation and execution.

Key accountabilities
Enterprise strategy and leadership
* Define and lead the Group Learning, Development and Diversity strategies aligned to CIMIC's business priorities, operating model and future capability requirements.
* Position learning and inclusion as enablers of operational performance, leadership effectiveness, risk management and workforce sustainability.
* Provide clear, commercially grounded advice to the Chief People & Culture Officer, Executive Leaders and senior stakeholders.
Learning and leadership development
* Lead the end-to-end learning and development portfolio, including leadership programmes, critical capability development, technical learning and early careers.
* Ensure learning priorities reflect operational risk profiles, project lifecycle needs and leadership capability requirements.
* Drive consistent frameworks while allowing flexibility for business‐specific and project-based application.
* Ensure learning solutions are practical, accessible and embedded into workflows, not reliant solely on formal programmes.
Diversity, equity and inclusion
* Lead the Group's diversity and inclusion strategy, priorities and governance.
* Drive initiatives that support diverse leadership pipelines, inclusive behaviours and sustainable workforce participation.
* Hold leaders accountable for inclusion outcomes through clear expectations, measurement and integration into broader people and performance processes.
Operational performance and governance
* Own the operational delivery of learning and diversity, including planning, prioritisation, budget management, risk and governance.
* Establish and track clear performance metrics to measure impact, adoption and effectiveness.
* Use data and insight to drive continuous improvement and inform investment decisions.
Leadership and capability
* Lead, develop and grow a high‐performing team with clear accountability for delivery, capability and outcomes.
* Build strong partnerships across People & Culture, the businesses and projects to ensure alignment and execution.
What you'll bring
* Significant experience in senior learning, development and/or diversity leadership roles within large, complex, operational or project‐based organisations.
* A demonstrated ability to translate enterprise strategy into practical, operational solutions with measurable impact.
* Strong commercial and governance capability, including experience managing budgets, priorities and performance metrics.
* Deep understanding of leadership development, workforce capability and inclusive practices in safety‐critical or delivery‐focused environments.
* The ability to influence senior leaders while remaining grounded in frontline and project realities.
* A leadership style that is outcomes‐driven, pragmatic and aligned to CIMIC's values and operating context.
