Role
The Director, Contract Close-out and Transition supports the delivery of the Division's business and corporate objectives. In order to ensure an effective, timely and orderly close-out of MR4 and transition into MR5, both the close-out of the MR4 contract and the Transition into the MR5 contract must be managed and treated as a project (“the Transition Project”).
The Director, Contract Close-out and Transition will lead the management of the Transition Project by leading the development and delivery of the close-out and transition obligations, requirements, deliverables and capabilities on behalf of DTP from its current suite of Franchise Agreements to the new Franchise Agreements.
The role will oversee the preparation and implementation of the transition strategy, the transition plan and the resourcing requirements to ensure readiness and a rapid response time, as well as the mobilisation of a Transition Project team.
The Director, Contract Close-out and Transition will have a dual reporting line to the Project Director, MR5, Investment and Technology and the Executive Director, Metro Tram, Transport Services. This dual reporting line reflects the importance of the Transition Project to both the MR5 Project and the business-as-usual contract management team administering the current MR4 contract.
This role may have the option to be extended to include the MR5 Train Transition.

Position Outcomes / Accountabilities
1. Successfully delivered the close-out of the MR4 Tram Contract to the agreed scope, time, quality, budget and project outcomes; Assisted with the contract negotiations and alignment, highlighting any delivery issues and establishing solutions to mitigate project delivery risks; Developed implementation plans and engaged with all stakeholders to ensure operational readiness across Public Transport operators, the Department, and suppliers; Supported the implementation of the new Operator Franchise Framework as part of the Transition into MR5; Integrated the new DTP contract governance structure.
2. Collaboratively worked with the senior leadership to support the strategic planning process and delivery of departmental priorities.
3. Leadership: Strengthened engagement and capability of teams, fostering an inclusive culture aligned with department values; led organizational and government reforms, ensuring effective change initiatives.
4. Strategic Expertise: Provided high-quality strategic advice to Ministers and executives, while managing stakeholders across government, private sector, and community for integrated policy coordination and resource management.
Qualifications and Experience
Mandatory
5. A relevant tertiary qualification in commerce, law, finance, economics, business management or related discipline is highly regarded.
Desirable
6. Program and project management experience is desirable.
