MADEC is seeking an experienced and values-driven People & Culture Manager to lead our workforce strategy and embed a high-performing, people-first culture across the organisation.

This is a senior leadership role where you'll balance strategic workforce planning with hands-on HR leadership, supporting leaders, developing people capability, and ensuring safe, compliant, and psychologically healthy workplaces across disability and youth services.

About the Role

As the People & Culture Manager, you will:

* Lead end-to-end HR and workforce management, including recruitment, performance, employee relations, investigations, and workforce planning.
* Develop and implement MADEC's People & Culture Strategy, aligned to organisational goals and values.
* Drive initiatives that attract, engage, and retain a capable and committed workforce.
* Embed a strong Employee Value Proposition (EVP) and positive organisational culture.
* Oversee workers' compensation and return-to-work processes.
* Partner with leaders to build capability, accountability, and psychologically safe teams.
* Lead organisational learning and development, working closely with the Strategic Quality Manager.
* Actively contribute as a member of the Senior Leadership Team, supporting strategy, governance, and performance.
* Ensure compliance with employment legislation, industrial relations requirements, and best practice HR frameworks.
* Champion human rights, safeguarding, wellbeing, and continuous improvement.
About You

You're a confident HR leader who understands the realities of frontline community services and knows how to balance compassion with accountability.

You'll bring:

* A tertiary qualification in Human Resources (or similar)
* Experience leading HR functions within community services, disability, youth, or similar sectors.
* Strong knowledge of employment legislation, performance management, investigations, and workforce risk.
* Proven leadership experience with the ability to influence at executive and frontline levels.
* A values-led, pragmatic approach to people leadership.
* Excellent communication, judgement, and decision-making skills.
* Experience in NDIS, HSQF, or regulated human services environments will be highly regarded.
Why Join MADEC?
* Purpose-driven leadership role with real impact on people and communities.
* Senior leadership position with influence across the organisation.
* Values-led culture that prioritises wellbeing, safety, and quality.
* Opportunity to shape workforce strategy during a period of sector change.
* Supportive executive and board environment.
* Competitive remuneration aligned to experience.
