**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Payroll Advisor
**Environment**
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.
The Corporate Services Division provides strategic vision and purpose through strategic planning, corporate governance,
performance improvement and the delivery of corporate services.
**Primary Objectives**
The Payroll Administrator within the NHVR mitigates process risks for NHVR's payroll by:
- Ensuring employee data is accurate to allow for payroll processing.
- Providing governance for NHVR's outsourced payroll provider.
- Administering the NHVR internal payroll processes and provide internal support for employees.
- Providing source data for monthly and quarterly reports.
**Key Responsibilities/Accountabilities**
- Have safety as a value, comply with WH&S policies and procedures and promote a safe work environment.
- Manage the NHVR responsibilities in an outsourced model in relation to 3 separate pay calendars per fortnight
- Validating new employee profiles during pre-boarding and establishing payroll profiles, ensuring employees are
offboarded each cycle as appropriate
- Manage the reporting and regular cycle activities including leave balance reporting, exception reporting,
superannuation and allowance changes and increment schedules for individuals and agreement increases are loaded
tested and validated.
- Managing the shared services inbox for payroll queries for all staff.
- Audit of banking process with general ledger for authorised payments.
- Payrun review for timesheet compliance and pay item accuracy in accordance with NHVR terms and conditions.
- Escalate payroll concerns to the relevant stakeholder.
- Ensure that payroll complies with relevant legislative requirements including PAYG, Payroll Tax and Superannuation
payments.
- Maintain up to date payroll information with NHVR's external provider.
- Manage the external provider in delivery of work against contracted SLA's, representing as the contract central point
- Perform payroll reconciliation and resolve variance matters.
- Maintain records with legislative requirements.
- Source data for monthly end, quarterly and year end requirements.
- Close out non-compliant timesheets with relevant managers and NHVR's external provider.
- Support all audit activities.
