The Principal Regulation and Compliance Officer is part of the Office of the Independent Regulator's Regulation and Compliance Team. The Regulation and Compliance Team is responsible for delivering the functions outlined in the Child and Youth Safe Organisations Act (2023), including overseeing the Reportable Conduct Scheme, assessing and monitoring organisations' compliance with the Child and Youth Safe Standards and the Universal Principle, undertaking investigations and supporting capability building within organisations to be child safe. The position is responsible for the operational management of the team, including identifying and assessing organisational risk, providing evidence-based recommendations and working in alignment with the legislative and regulatory requirements of the Office.

The Principal Regulation and Compliance Officer is part of the Office of the Independent Regulator's Regulation and Compliance Team. The Regulation and Compliance Team is responsible for delivering the functions outlined in the Child and Youth Safe Organisations Act (2023), including overseeing the Reportable Conduct Scheme, assessing and monitoring organisations' compliance with the Child and Youth Safe Standards and the Universal Principle, undertaking investigations and supporting capability building within organisations to be child safe. The position is responsible for the operational management of the team that includes identifying and assessing organisational risk, providing evidence-based recommendations and working in alignment with the legislative and regulatory requirements of the Office.
Hours per fortnight
73.50 hours per fortnight – flexible options available.
Duties
* Regulatory oversight of the operations of the Reportable Conduct Scheme, Investigations and compliance action, and apply a child and youth centred approach to their work.
* Working as part of the Regulation and Compliance team and undertaking the day-to-day management and support of staff overseeing the Reportable Conduct Scheme and investigations outlined in the Child and Youth Safe Organisations Act (2023).
* Provide support to the Director, Regulation and Compliance in the supervision and guidance of the Regulation and Compliance Team. This will include regular case consults, prioritisation of workload, debriefing, supervision and ensuring that the team have the skills, knowledge and relationships to deliver the functions outlined in the Child and Youth Safe Organisations Act (2023).
* Undertake active case management of a small caseload of complex matters, providing expert support and advice to stakeholders to meet required outcomes.
* Actively support the day-to-day operations of the Regulation and Compliance Team, including supporting the team to identify jurisdictional issues, assess risk and make evidence-based recommendations that align with legislation and regulatory requirements.
* Ensure quality assurance processes are developed and adhered to and identifying trends or patterns that need to be addressed using available evidence and data.
* Provide strategic support and advice to the Director, Regulation and Compliance on operational priorities, the ongoing development of strategic and operational policy.
* Provide high level advice to the OIR Executive Group including analysis and reporting on data, systems development, writing reports, and coordinating Regulation and Compliance Oversight Group meetings, to support effective and efficient oversight of the Reportable Conduct Scheme, investigation activity and compliance action.
* Actively support the implementation of the Office of the Independent Regulator's strategic priorities and supporting workplans to achieve intended outcomes related to the functions of the office, including awareness raising, education and championing a regulatory approach which embeds child safe standards in organisational settings in a meaningful way.
* Perform other duties as envisaged by the assigned classification under the relevant award and in accordance with the skills, competence and training of the occupant as required.
* A current Tasmanian Registration to Work with Vulnerable People (employment)
* Relevant tertiary qualifications and experience in regulation, administrative law or the conduct of investigations and/or compliance activity.
