Primary objective
Under the direction of the Project Director and Senior Development Manager provide project and development management services to deliver residential, industrial, and commercial land developments.
Context statement
The Land Development Corporation (LDC) is a Government Business Division. LDC is responsible for delivering strategic land throughout the Northern Territory.
Key duties and responsibilities
* Manage the planning and delivery of residential, industrial, and commercial development projects undertaken by LDC including the management of risk, conflict resolution and motivation of stakeholders with limited supervision.
* Participate in sensitive communications with public and private sector stakeholders, including resolution of project planning and design approvals.
* Prepare scopes of work, procure, and manage consultants and contractors for the delivery of services including planning, design, and construction phases of land development projects.
* Coordinate land development applications and approvals including environmental, subdivision, zoning, access, and services.
* Timely preparation of management papers, reports and briefings on project updates, financial performance, and deliverables.
* Assist in the preparation of Ministerial Briefings and correspondence involving complex technical and financial development matters.
Selection criteria
Essential
* Demonstrated experience in property development and project management, particularly in relation to the procurement and management of consultants and contractors.
* Perceptive communication skills, written and verbal, with proven record of negotiating successful outcomes with public and private sector stakeholders.
* Contract management skills, including procurement and management of consultants, sales and leasing agreements, and other legal documentation associated with land development.
* Demonstrated experience in the successful delivery of basic land subdivisions and property development milestones, including working knowledge of land development, stakeholder bodies, processes, practices, information systems, and documentation related to land delivery.
* Demonstrated financial and analytical skills including budgeting, programming and feasibility analysis relating to land development projects.
Desirable
* Tertiary/industry qualifications and/or extensive experience in project management, civil engineering, or related property discipline.
* Sound knowledge of NT Government policies and procedures in relation to procurement.
* A current 'C' Class Northern Territory Drivers Licence
