About NAAFLS
The North Australian Aboriginal Family Legal Service (NAAFLS) is a not-for-profit organisation delivering holistic legal and support services to Aboriginal and Torres Strait Islander people experiencing domestic, family and sexual violence. With offices across the Top End, our work is grounded in cultural respect, community collaboration, and self-determination.
Position Overview
We are seeking an experienced and values-driven Chief Operating Officer (COO) to lead the organisation’s corporate functions and drive operational excellence.
As a key member of the Executive Leadership Team, the COO reports directly to the Chief Executive Officer (CEO) and plays a critical role in ensuring NAAFLS delivers on its strategic goals and objectives. You will oversee corporate services including operations, finance, administration, HR, compliance, and risk, while supporting a high-performing, culturally safe, and collaborative workplace.
This role is ideal for a strategic and collaborative leader who thrives in a dynamic environment and brings strong financial oversight and stakeholder engagement capability.
Key Responsibilities
* Organisational Operations: Lead corporate services functions including HR, admin, operations, and finance, ensuring efficient and compliant systems are in place.
* Financial Management: Oversee budgeting, expenditure, financial reporting, and payroll; liaise with external finance providers and ensure timely reporting to stakeholders.
* Human Resources: Support effective recruitment, onboarding, staff development and performance management, while fostering a positive workplace culture.
* Leadership and Development: Provide strategic leadership to teams, support organisational development, and contribute to achieving long-term goals in collaboration with the CEO and Executive Team.
* Strategic Planning: Drive operational alignment with the organisation’s vision and strategic plan; monitor KPIs and support implementation of organisational priorities.
* Risk Management and Compliance: Ensure organisational compliance with legal, regulatory, and funding requirements; oversee risk management, insurance, and accreditation.
* Sites and Buildings: Manage property leases and site compliance across Darwin, Katherine and Nhulunbuy, and maintain strong relationships with key stakeholders.
* Technology: Manage the organisation’s relationship with external IT providers and approve IT purchases and systems.
Selection Criteria
Essential
* 5+ years’ experience in operations, team leadership, and financial management within a medium to large organisation
* Proven ability to lead business and finance functions in line with strategic goals
* Skilled in mentoring staff and supporting professional development
* Strong leadership, communication, analytical, and problem-solving skills
* Ability to manage multiple complex tasks and meet deadlines
* Culturally competent, with the ability to engage respectfully with Aboriginal and Torres Strait Islander peoples
* Experienced in stakeholder engagement, including government and community
* Professional, team-oriented leadership style
* Proficient in Microsoft Office and database systems
* Willing to travel overnight to Katherine and Nhulunbuy as required
* Able to obtain a Working With Children Clearance (WWCC) and clear Criminal History Check
Desirable
* Tertiary qualification in finance, business, management and leadership
* Experience working within a not-for-profit and/ or Aboriginal Corporation
