About the role

The Greyhound Welfare & Integrity Commission (GWIC) is an independent statutory body established by the Greyhound Racing Act 2017. The Commission is responsible for promoting and protecting greyhound welfare, safeguarding the integrity of greyhound racing and betting, and maintaining public confidence in the industry. As a trusted, fair, firm, and impartial regulator, GWIC plays a vital role in building confidence and prosperity across the NSW greyhound racing industry.

Reporting directly to the CEO, this pivotal role leads GWIC's finance function, driving strategic forecasts, budgeting, and the accurate preparation of statutory financial statements while ensuring compliance with NSW Treasury requirements.

The Senior Manager is also responsible for establishing, implementing, and maintaining the Commission's procurement framework and policies, ensuring strict adherence to the NSW Government Procurement Policy and achieving demonstrable value for money. The role ensures robust financial controls are in place to mitigate risks and adhere to public sector financial legislation, including the Government Sector Finance Act 2018.

This role is responsible for:

* Leading and managing the Commission's entire financial function, including the development of strategic budgets, forecasts, and preparation of accurate and compliant statutory financial statements.
* Providing high-level, authoritative financial analysis, interpretation, and strategic advice on resource allocation, budget variations, and efficiency initiatives to the Agency Head and Executive.
* Establishing, implementing, and maintaining the end-to-end procurement framework, policies, and systems to ensure strict adherence to the NSW Government Procurement Policy.
* Overseeing and guiding the preparation of quality, timely, and accurate financial reports in line with statutory and auditing requirements.
* Identifying, mitigating, and managing financial risks through the development and monitoring of financial controls within governance frameworks.
* Leading, mentoring, and managing the Finance and Procurement team, fostering a high-performance, customer-focused culture.

About You

* Extensive experience managing and reporting on statutory financial obligations within the NSW Government, including demonstrated expertise in the Government Sector Finance (GSF) Act 2018 and NSW Treasury reporting requirements
* Knowledge and understanding of end-to-end procurement processes and NSW Government Procurement Policy
* Demonstrated experience in people leadership and working collaboratively across teams
* Relevant tertiary qualifications or CPA membership, or equivalent experience.
