Base pay range

A$142,445.00/yr - A$170,979.00/yr

The Role

ASD’s Oversight team is looking to fill the position of EL2 Director – Compliance Oversight in Canberra. The Oversight team manages internal oversight of ASD operational activity, including investigations of reported incidents and proactive assurance activities.

It also manages ASD’s relationship with external oversight bodies, including the Inspector General of Intelligence and Security (IGIS), Parliamentary Joint Committee on Intelligence and Security (PJCIS), and intelligence partner oversight bodies.

Director Oversight plays a critical role supporting ASD’s compliance program by ensuring the effective and timely identification and investigation of potential incidents, and leading on process improvements to mitigate the risk of future incidents occurring.

In this role, you will reinforce ASD’s license to operate by providing strategic advice to senior management and stakeholders, and assuming accountability for complex and sensitive work.

Key duties of the ASD Director Oversight:

* Lead, plan and manage ASD’s oversight function, including advising the senior executive on complex and sensitive operational matters;
* Cultivate and maintain partnerships with internal and external stakeholders, including external oversight bodies, and represent ASD at relevant internal and external meetings and activities relevant to the oversight function;
* Lead and manage a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
* Support the senior executive through the provision of high quality written and verbal briefings including regular ministerial submissions.

About our Team

Compliance and Strategy branch is responsible for protecting ASD’s license to operate, and shaping ASD’s authorising environment.

The branch promotes a strong compliance culture through the provision of operational advice, and the development of compliance policies and training. It also performs a critical role performing oversight of ASD’s internal activities as well as engagement with external oversight bodies, including of the Inspector-General Intelligence and Security and the Parliamentary Joint Committee on Intelligence and Security.

The branch also is responsible for representing ASD’s equities across the National Intelligence Community and broader strategic forums and policies. This includes advocacy around ASD’s legislative environment, including input to Government reviews, reforms to support ASD activities, and legislation relevant to ASD interests.

* Possess strong strategic judgement and the ability to provide expert and timely advice to enable senior decision-making;

* Have the demonstrated ability to interpret and apply legislative and policy frameworks, and the ability to develop a strong understanding of ASD’s authorising framework and its operations;
* Have the demonstrated ability to lead teams and set strategic direction; and
* Possess exceptional stakeholder engagement and briefing skills, including to the senior executive.

ASD is seeking applicants to fill current and anticipated vacancies and to create a merit pool for future vacancies. In line with the Australian Public Service Commissioner’s Direction 2022, upon completion of the recruitment activity, the merit pool will be able available to locations across Australia.
