Responsibilities
* Provide high quality financial management information and advice to the Chief Financial Officer, Executives, Business Groups, the Minister, Treasury and external bodies on a broad range of financial information.
* Formulate, implement, deliver, monitor and evaluate financial management improvement projects and programs.
* Deliver critical high level financial reporting, and related monitoring, forecasting and analysis functions to agencies, executives, committees, or the board.
* Maintain effective working relationships with Shared Services SA Financial Accounting, accounts payable and accounts receivable team leaders.
* Prepare costings and provide other financial input into business cases, budget bids and cabinet submissions.
* Provide high level financial advice and reports to the chief executive SAFECOM or chief officers to support their decision making, their advice to the minister for emergency services and their participation on the board.
* Coordinate the annual financial statement preparation process for the Emergency Services Sector in conjunction with Shared Services SA.
* Undertake specific or complex projects and research tasks as directed by the chief financial officer.
* Develop, implement and review the full range of financial policies and procedures and provide assistance to facilitate agency compliance.
* Provide advice in relation to accounting policies, the Public Finance and Audit Act, the Government's financial management framework and other whole‑of‑government financial management initiatives.
* Prepare finance briefings and reports for the executive, board and/or minister, including for parliamentary committee hearings.
Essential Qualifications
* Proven ability to analyse and interpret complex financial data and develop practical solutions to financial problems.
* Experience in government accounting and budgetary procedures.
* Proven ability to establish and maintain effective relationships at various levels across multiple organisational units, negotiate complex matters and resolve conflict.
* Experience in undertaking complex projects.
* High level communication skills (written and oral).
* Experience in developing, writing and implementing financial policies and practices.
* Experience in the development and improvement of business processes and systems.
* Sound knowledge of the government's financial management framework and its principles.
* Knowledge of accounting standards as they apply to the public sector.
Remuneration
ASO6 $98,479 - $104,165
