Are you an experienced commercial leader ready to drive operational excellence across a diverse and growing organisation? ONCALL | SACARE are seeking a highly skilled National Manager - Property & Procurement to oversee and optimise our commercial operations, including leasing, facilities management, procurement, fleet, and contract management.
This senior role is essential in ensuring our commercial activities are efficient, cost-effective, compliant, and strategically aligned with organisational priorities. You will play a key part in high-level contract negotiations, commercial risk management, and strengthening supplier governance.
Key Responsibilities
Tenancy & Leasing Management
* Provide strategic oversight of all leasing activities, including acquisition, renewal, and termination of leases.
* Negotiate commercial lease terms and ensure compliance with legal, financial, and operational requirements.
* Build and maintain strong relationships with landlords, tenants, and property managers.
* Review lease performance and payment schedules, identifying opportunities to optimise asset utilisation and reduce cost.
* Establish commercial standards for office fitouts and new site establishment, supporting the Facilities team to deliver on time and to quality expectations.
Procurement, Fleet & Contract Management
* Develop and deliver procurement strategies aligned with organisational objectives and budget requirements.
* Lead supplier selection, contract negotiation, and performance evaluation processes.
* Oversee the full procurement lifecycle, including tendering, evaluation, contract award, and vendor management.
* Ensure procurement activities meet policy and regulatory compliance requirements.
* Maintain robust reporting frameworks for supplier spend and performance.
* Oversee the organisation's fleet portfolio, including insurance, repairs, accidents, and ongoing fleet optimisation.
Leadership of the Maintenance Team
* Provide strategic oversight of fleet and facilities-related commercial negotiations and contracts.
* Ensure the Maintenance team meets key commercial, contractual, and operational performance standards.
* Oversee asset management frameworks, ensuring regular reporting on performance, lifecycle costs, and compliance.
* Provide governance over capital expenditure aligned with organisational priorities and value-for-money outcomes.
Qualifications, Skills & Experience – Essential
* Bachelor's degree in accounting, business administration, finance, supply chain management, law, or a related field.
* Demonstrated management experience in commercial management, procurement, or contract administration.
* Strong analytical, financial, and organisational skills.
* Sound knowledge of leasing, procurement, and insurance principles.
* Exceptional interpersonal and written communication skills, with the ability to influence and build strong relationships across diverse stakeholder groups.
* Proficiency in Microsoft Office and digital tools that support operational effectiveness.
* Ability to adapt quickly, think critically, and make sound decisions under pressure.
* Proven negotiation skills, with experience managing complex contractual arrangements.
* Demonstrated experience leading teams, driving performance, and supporting a positive culture.
* Experience working effectively with culturally diverse clients, staff, and partners.
* Broad corporate leadership experience across multiple operational or corporate functions.
Desirable Qualifications
* Postgraduate qualifications in business, accounting, or commerce.
* Experience within highly regulated industries.
* Experience managing significant organisational projects.
Employment Conditions

* May be required to undertake additional duties appropriate to skills and training.
* Satisfactory Australian Federal Police Clearance required; additional checks (Bankruptcy, Disqualified Director, Working With Children, etc.) may apply depending on program requirements.
* Must hold a current driver's licence and be willing to undertake intra/interstate travel as needed.
* Compliance with the organisation's Code of Conduct, Integrated Management System, and all policies is mandatory.
* Must not have been previously terminated from employment due to conduct relating to Commonwealth-funded employment services.
