Human Resources Manager – Welshpool, Perth WA
Regional Early Education and Development Inc. (REED) is a not-for-profit organisation that manages multiple Early Childhood Education and Care services throughout regional Western Australia. With approximately 166 employees, REED is committed to delivering high-quality early childhood education while supporting families and communities across regional WA.
We are seeking an experienced Human Resources Manager to join our team in Welshpool. The role reports directly to the General Manager and supports a Human Resources team while delivering operational and strategic HR services across the organization. The position is part-time (0.5 FTE – 19 hours per week) with a pro‐rated annual salary of $100,000–$110,000.
Key Responsibilities
1. Manage and support the Human Resources Team
2. Oversee recruitment, onboarding and off‐boarding processes
3. Manage employee relations matters, including grievances, disciplinary matters, investigations and performance management
4. Support senior management with workforce and succession planning
5. Develop, review and implement HR policies and procedures
6. Ensure compliance with Fair Work legislation, NES, awards, immigration requirements and organisational policies
7. Oversee personnel records, HRIS management, employee qualifications, licences, registrations, visas and working rights
8. Support Work Health and Safety initiatives and compliance
9. Manage the annual performance review process
10. Prepare HR reports and provide advice and recommendations to senior management
11. Drive employee engagement and continuous improvement initiatives
About You
12. Tertiary qualifications in Human Resources or a related discipline
13. Previous experience in a Human Resources Manager or Senior HR Generalist position
14. Strong knowledge of Fair Work Act, NES, awards and employment legislation
15. Experience managing workplace investigations, performance management and employee relations matters
16. Strong people management, coaching and staff development skills
17. Excellent written and verbal communication skills
18. Advanced organisational and problem‐solving abilities
19. Current Australian Driver's Licence
20. Current Working with Children Check
21. Current National Police Clearance
22. Commitment to the philosophy of a Child Safe Organisation
23. Knowledge and understanding of the Early Childhood Education and Care sector
24. Experience supporting a geographically dispersed workforce
25. Experience managing visa compliance and international recruitment
26. Understanding of workforce challenges within rural and regional communities
