About the role:
The Financial Controller supports the Director of Finance and Facilities (& CFO) to deliver the ODPP’s finance agenda, ensuring efficient and compliant use of financial resources. Leading the Financial Control team, the role provides expert advice on complex financial matters, including GST and FBT, oversees statutory reporting and audit requirements, strengthens policies and systems (including the MyWorkZone SAP application provided by our Shared Services provider), and partners with the Financial Planning & Analysis team to deliver high-quality financial services and support to budget holders and the ODPP Executive leadership.
Our head office is in Sydney, where the Director of Public Prosecutions, the Deputy Directors, the Solicitor for Public Prosecutions and their legal and administrative support staff are based.
We have three western Sydney offices in Parramatta, Penrith and Campbelltown, and six offices in regional NSW in Lismore, Newcastle, Gosford, Wagga Wagga, Dubbo and Wollongong. Solicitors and Crown Prosecutors in our regional offices conduct prosecutions in circuit courts within their region.
As the Financial Controller your accountabilities will be the following:
* Lead the FC team for the ODPP, identifying the need for, developing and implementing quality controls including the development and implementation of strategic accounting policies, standards and protocols to drive compliance with corporate and statutory obligations and NSW government requirements in the preparation of the Office’s Annual Financial Statements.
* Provide strategic financial control advice to the CFO, including challenge of existing practices to ensure the FC team output is always of a high standard.
* Engage closely with the FP&A team within finance to ensure the overall finance team product to the wider ODPP budget holders is of a high standard and is fit-for-purpose for a high-quality finance department. Provide strategic advice to the FP&A Manager as to possible changes that could be made to process etc. to deliver these improvements.
* Managing overall compliance with TPG 24-08, or any of its subsequent TPGs including the development and maintenance of the ODPP Financial Controls register, the annual controls testing plan, performance of controls testing on a risk-assessed basis and appropriate recording of testing results. Engagement with the Risk and Internal audit functions to ensure the controls library and annual testing plan is always fit-for-purpose. Maintenance of the annual ODPP Control weaknesses log.
* By developing a deep understating of the MyWorkZone (SAP) application drive the evolution of the ODPP into an organisation that makes highly efficient and effective usage of this cutting-edge technology. This to be achieved by challenging the status quo as appropriate to update our processes and systems where needed to achieve this change.
* Coordinate internal and external financial Audit activities and oversee the implementation of agreed recommendations arising from audit reports.
* Oversight and ownership of the ODPP's taxation liabilities and returns to ensure compliance with FBT, Payroll Tax and Goods and Services Tax legislation and related policies and practices, managing the external provider of tax services and providing well considered and balanced advice and interpretation of requirements to internal stakeholders.
* Manage the ODPP’s cashflow including forecasting and reporting, and oversight of the ODPP’s banking facilities, ensuring compliance with Shared Services protocols and resolving any accounts issues and queries with banks.
* Oversight of shared services payments to: Suppliers, staff for travel, HECs and any other Shared Services made payments. Ensuring ODPP paid witness payments are always in compliance with all financial control requirements including delegations of authority.
* Work with ODPP and shared services payroll teams to ensure all payroll payments are correct at all times.
* Review General Ledger Balance Sheet reconciliations, as prepared by ourselves and our shared services provider, on a monthly basis within the blackline system. This includes the Bank Reconciliation, debtor and creditor ledgers and maintenance of fixed asset registers. Consult with Service Provider(s) to ensure the fixed asset register is complete and up to date at all times.
* Coordinate and ensure timely and accurate monthly and annual returns to Treasury, ensuring they match the internal reporting to the executive at all times. Identify weaknesses in the current approaches where necessary and make improvements as required.
* Manage the FC team to develop and maintain high performance and business continuity. Ensure a team culture of continuous improvement and openness to change as required.
This is a general recruitment, and a talent pool will be created to fill ongoing and temporary vacancies that may arise in the next 18 months in both regional and metropolitan offices.
About you, you will have:
* Relevant tertiary qualification in accounting and full membership with the Institute of Chartered Accountants (Certified Practising Accountants of Australia, or equivalent with at least 10 years post-qualified experience).
* Possess the gravitas required to challenge the status quo in a NSW Government Agency.
* Strong knowledge of Australian Accounting Standards, public sector accounting, and financial management laws and procedures.
* Extensive experience in preparing statutory financial statements.
* Demonstrated very high-level skills in accounting systems and Excel.
* Very highly developed communication skills with the capacity to present financial data to senior executives / Non-exec Directors, negotiate and organise.
* Demonstrated experience in leading, supervising, and developing staff.

The interview process will include capability-based assessments which may require your time and presence on more than one day.
