Lead the development and implementation of significant operational policy Fixed-term fulltime role until 30 June 2027. VPS Grade 6 : $138,631 to $185,518 plus superannuation. The Department of Justice and Community Safety (the department) is seeking a Manager, Policy, Strategy and Operations to fill a vital role within the Stolen Generations Repatriations Unit. About the Business Unit The Aboriginal Justice Group of the Department of Justice and Community Safety (DJCS) is committed to driving systemic change in the justice system, to deliver better outcomes for Aboriginal Victorians. The group works in partnership with Victorian Aboriginal communities and is guided by principles of Aboriginal self-determination. The Stolen Generations Reparations Unit (SGRU) sits within the Aboriginal Justice Group and was established in January 2022 to deliver the Stolen Generations Reparations Package (Package) in Victoria. The team is committed to delivering a reparations process that is fully supported, accessible, transparent and trauma informed. About the Role As the Manager, Policy, Strategy and Operations, you will be responsible for leading a high performing and multidisciplinary team responsible for providing advice on and delivering key operational policies and strategies to ensure that the Package is delivered effectively and in a culturally safe manner. You will do this by managing program governance and the implementation and continual improvement of systems that support the delivery of the Package. You will also: Support the Director in leading the Stolen Generations Reparations Unit, guided by the Steering Committee's Final Report design recommendations and Cabinet decisions to ensure the Reparations Package is developed in line with Aboriginal community preferences. Manage the governance structures and project documentation required to ensure appropriate oversight of the Reparations Package's scope, timeframes, direction and risks. Provide insightful policy analysis and advice, including the identification of emerging issues, opportunities, risks and trends impacting on the delivery of the Package. This is a prioritised role for Aboriginal and/or Torres Strait Islander peoples, who will be given priority consideration as per the special measures provision of the Equal Opportunity Act 2010. About you To be successful in this role, you will have: Excellent knowledge of Aboriginal culture and society and understanding of historical and contemporary issues relating to Aboriginal Victorians. Strong knowledge of, and demonstrated experience, working with Aboriginal communities and advisory groups, including sophisticated and culturally aware stakeholder engagement. Experience providing high quality, strategic, influential and evidence-based advice to inform decision-making. Demonstrated experience in managing large budgets, including government reporting requirements. A well-developed ability to understand new subject matter quickly, demonstrate appropriate initiative, and a capacity to write accurate, timely and audience-appropriate strategic documents, policies, briefings and policy papers. Qualifications/requirements A relevant tertiary qualification including in law or policy is desirable. Experience working in redress schemes, social policy, law or legal policy will be well-regarded.
