The Vessel Operations Manager is responsible for ensuring the safe, compliant, and effective operation of the agency's vessel fleet. This role serves as the Designated Person Ashore (DPA) under the National Law and AMSA requirements, providing critical oversight of maritime operations while supporting the professional development of vessel masters who serve as rangers in field operations.


The key duties of the position include

1. Vessel Compliance & Regulatory Management
2. Serve as the Designated Person Ashore (DPA) in accordance with the Navigation Act 2012 and Marine Safety (Domestic Commercial Vessel) National Law.
3. Ensure all vessel operations comply with AMSA requirements, including safety management systems, crew certification, and vessel surveys
4. Maintain comprehensive knowledge of domestic commercial vessel regulations and ensure fleet compliance with all applicable maritime legislation
5. Oversee vessel registration, certification, and survey requirements across the fleet
6. Develop and maintain safety management systems (SMS) for all vessels in accordance with AMSA standards
7. Coordinate with marine surveyors, and AMSA officials as required
8. Workplace Health & Safety
9. Implement and maintain WHS systems specifically tailored to maritime operations and remote area work
10. Conduct regular safety assessments and risk analyses for vessel operations
11. Develop and review safe operating procedures, emergency response plans, and crew safety protocols
12. Investigate maritime incidents and near-misses, implementing corrective actions and lessons learned
13. Ensure compliance with Work Health and Safety Act 2011 and associated regulations in maritime contexts
14. Coordinate safety training programs and maintain safety equipment inventories
15. Training & Professional Development
16. Design and deliver training programs for vessel masters and crew members
17. Assess competency levels of ranger vessel masters and develop individualised training plans
18. Coordinate with Registered Training Organisations (RTOs) for formal maritime qualifications
19. Maintain training records and ensure currency of all crew certifications and endorsements
20. Mentor junior maritime personnel and support career progression pathways
21. Develop standard operating procedures and best practice guidelines for vessel operations
22. Operational Management
* Oversee day-to-day vessel operations, including scheduling, logistics, and resource allocation
* Manage vessel maintenance programs and coordinate dry-docking, repairs, and equipment upgrades
* Liaise with contractors, suppliers, and service providers for vessel-related services
* Monitor vessel performance, fuel consumption, and operational efficiency
* Prepare operational reports, budget submissions, and compliance documentation
