Overview
The role provides specialist strategic advice on the building industry, project programming and timing, budget, and financial forecasting to deliver the desired outcomes of the capital program and address project risks and issues.
The Team
The Infrastructure Group is responsible for the statewide planning, design and delivery of the Department's health infrastructure program. Within the Group, the Programming and Delivery unit leads the planning, design and delivery of Tasmania's Health Capital Program, overseeing major infrastructure investments across hospitals, community health facilities and health services statewide.
The Role
Reporting to the Director – Programming and Delivery, you will operate with a high degree of autonomy and be responsible for leading the delivery of significant capital works initiatives across the Department of Health. This position is a key leadership role in delivering capital investment programs that support contemporary healthcare services and improve outcomes for Tasmanians.
Key Responsibilities
* Leading the planning, coordination and delivery of a major health capital works program.
* Providing high-level strategic advice on emerging issues, risks and opportunities.
* Driving program performance and ensuring projects are delivered safely, efficiently and effectively.
* Managing project governance, financial performance, scheduling and reporting requirements.
* Ensuring compliance with relevant legislation, standards, codes and contractual obligations.
* Building productive relationships with government agencies, consultants, contractors and health service stakeholders.
* Leading and developing high-performing teams to achieve strategic and operational objectives.
* Promoting and modelling the Department's values, strategic priorities and collaborative culture.
* Championing a child‐safe culture that supports the safety, wellbeing and rights of children and young people.
Requirements
* Significant experience leading and delivering large, multi‐million‐dollar construction and infrastructure programs, ideally within government, health or other complex public‐sector environments.
* Demonstrated success in providing strategic leadership, building high-performing teams and driving organisational outcomes.
* Strong expertise in financial management, resource planning, governance and program performance monitoring.
* Extensive knowledge of relevant building and construction legislation, codes, standards and guidelines.
* Proven experience interpreting and administering Australian Standard construction contracts.
* Highly developed strategic thinking, analytical and problem-solving capabilities, with the ability to identify risks, develop solutions and influence outcomes.
* Exceptional communication, stakeholder engagement and negotiation skills, with the ability to build trusted relationships across all levels of government, industry and healthcare.
* Tertiary qualification in Project Management, Engineering or Architecture, or a related field.
* At least five years' experience in the management and delivery of a complex program of capital works within the building and construction industry, preferably within the public sector.
