Wodonga Council is seeking a strategic, influential and future-focused leader to oversee our capital works program and asset portfolio, ensuring high-quality infrastructure delivery that meets the needs of our growing community. This role presents an opportunity to drive complex, high-value projects while leading a multidisciplinary team dedicated to delivering sustainable, well-planned infrastructure for our city.
Key Focus Areas
* Leadership of Multidisciplinary Teams and Culture Provide strategic and operational leadership across engineering, project delivery and asset management teams. Build capability, coach for high performance, and foster a constructive, values-driven culture that supports innovation, accountability and collaboration.
* Strategic Capital Works Planning and Governance Shape, prioritise and govern Council's long-term capital works program to ensure strong alignment with organisational objectives. Oversee program-level risk management, project planning and delivery performance to achieve on-time, on-budget and high-quality outcomes.
* Contemporary Asset Management and Regulatory Compliance Lead the development, implementation and continuous improvement of asset management strategies, asset data quality, and lifecycle planning. Ensure compliance with legislation, accounting standards and internal governance frameworks while guiding cyclical revaluations and strengthening organisational asset maturity.
* Technical Leadership for Development Engineering and Growth Management Provide expert oversight of statutory engineering referrals, subdivision and infrastructure standards, and Developer Contributions Plan (DCP) management. Support growth-area planning, balance stakeholder expectations and regulatory requirements, and ensure infrastructure outcomes that meet community needs now and into the future.
What We're Looking For
We're looking for a strategic and experienced leader with strong capability in civil engineering, infrastructure planning and asset management. You'll bring proven experience delivering complex capital works, managing risk, and navigating legislation and standards with confidence.
You'll be an inclusive people leader who builds capability, supports high performance, and works collaboratively across Council, government, developers and the community. Clear communication, strong financial and project management skills, and a commitment to continuous improvement are essential.
Key Selection Criteria
* Leadership and Capability Demonstrated senior leadership capability in managing multidisciplinary technical teams, with a proven ability to build capability, drive high performance and foster a constructive, values-aligned culture while balancing strategic and operational priorities.
* Capital Works Planning and Governance Proven experience in leading complex capital works programs, including development of long-term capital works plans, application of strong governance and program-level risk management, and ensuring projects are delivered on time, within scope and within budget.
* Asset Management Strategy and Compliance Demonstrated expertise in contemporary asset management practice, including designing and implementing asset management strategies, improving asset data quality, leading revaluation processes, and ensuring compliance with legislation, accounting standards and internal governance frameworks.
* Development Engineering and Growth Management Strong technical competency in development engineering, subdivision and infrastructure standards, statutory referrals and Developer Contributions Plan (DCP) management, with the ability to balance growth pressures, policy requirements, stakeholder expectations and long-term infrastructure outcomes.
* Stakeholder Engagement, Negotiation and Political Acumen Highly developed ability to engage, negotiate and collaborate with councillors, community members, government agencies, developers and internal partners on complex or sensitive matters, demonstrating political awareness, integrity and influential leadership.
* Organisational Improvement, Digital Systems and Innovation Demonstrated ability to lead organisational improvement initiatives, implement contemporary digital systems and data-driven processes, and embed continuous improvement, innovation and change management to enhance operational efficiency, service performance and workforce capability.
* Operational Assets, Property and Facilities Leadership Proven experience providing strategic and operational leadership across building maintenance, facilities, plant and fleet, and property functions, ensuring assets are compliant, safe, functional and aligned to organisational needs and service expectations.
