Position Title: Civil Engineering Technician 
Reports to: Capital Works and Roads Manager 
Location: West Daly Region 
Full-Time Position $94,000 - $100,000 per annum 
The Civil Engineering Technician is responsible for planning, managing, and delivering a wide range of civil construction and maintenance projects for West Daly Regional Council. 
This includes roads, drainage, community facilities, and essential public infrastructure. 
The role ensures projects are delivered safely, within budget and on time, while supporting Council's strategic objectives and the needs of remote Aboriginal communities. 
Primary Tasks 
- Plan, design, and oversee civil works, including roads, drainage systems, airstrips, and community facilities. 
- Prepare technical documentation: specifications, drawings, reports, tenders, contracts, and cost estimates. 
- Manage construction crews, contractors, and consultants to deliver quality outcomes on time and within budget. 
- Conduct regular site visits, inspections, and compliance checks. 
- Monitor project risks, constraints, and implement contingency plans. 
- Assess and maintain Council's civil infrastructure assets. 
- Develop and implement maintenance schedules for roads, drainage, and facilities. 
- Ensure works comply with relevant engineering standards, WHS, and environmental requirements. 
- Consult with internal staff, contractors, funding bodies, and community representatives. 
- Provide professional advice to Council, management, and community stakeholders. 
- Build and maintain robust working relationships in complex cultural settings. 
- Administer contracts, procurement, and project finances in line with Council policy. 
- Ensure contractor records, reports, and documentation are accurate and up to date. 
- Promote a proactive safety and well-being culture across all worksites. 
- Any other reasonable duties delegated by the Manager which are within the level. 
Selection Criteria 
Essential 
- Minimum Bachelor's degree in Civil Engineering (with 5+ years relevant experience). 
- Proven experience in road construction, maintenance, and civil infrastructure project delivery. 
- Demonstrated ability to plan and manage multiple projects under time and budget constraints. 
- Strong knowledge of procurement processes, contract management, and WHS. 
- Excellent written and verbal communication skills, with the ability to work with diverse stakeholders. 
- Demonstrated capacity to supervise, lead, and develop staff from a range of cultural backgrounds. 
- National Police Clearance. 
- Current Class C Driver's License. 
- NT Ochre Card (Working with Children Clearance). 
Desirable 
- Experience working in remote/regional local government contexts. 
- Heavy Rigid (HR) Driver's Licence. 
- Road plant and machinery operation tickets. 
- Knowledge of GPS surveying and road asset management systems.
