About the Role:

The Project Controls Manager is central to the successful delivery of the Antarctic Infrastructure Renewal (AIR) Alliance and forms part of the Alliance Management Team (AMT).

Reporting to the Alliance Manager, the role is responsible for oversight and monitoring of overall Alliance performance, including consolidating and reporting outcomes to the AMT, Alliance Leadership Team (ALT) and Project Owner on a monthly basis.

Key areas of focus include the establishment, integration, implementation and ongoing management of Alliance Management Plans, and ensuring robust processes across schedule, cost, quality, financial and general reporting, and risk management are in place and consistently applied across the full life cycle of the Alliance. The role ensures the accuracy, integrity and timeliness of performance and financial reporting, and supports informed decision-making through proactive identification, analysis and management of risks and opportunities.

Responsibilities and Accountabilities:Responsibilities
* Lead the development and implementation of the Risk Management Plan, including quantitative and probabilistic cost and schedule assessments (e.g. Monte Carlo using @Risk), and oversee the proactive management of issues from identification through to close-out
* Develop and maintain key project management documentation and tools, including the Master Data and Assumptions List (MDAL) and Lessons Register
* Develop, maintain, implement and ensure compliance with Alliance Management Plans, including:
* Quality Management Plan
* Reporting Management Plan
* Governance Management Plan
* Risk and Opportunity Management Plan (including quantitative and probabilistic cost/schedule assessments)
* Schedule Management Sub-Plan
* Coordinate and maintain alignment across all Alliance Management Plans
* Ensure effective records and information management across the Alliance
* Provide subject matter expert advice in the evaluation of tenders and quotes
* Produce accurate, complete and timely contributions to the ALT Monthly Report
* Provide oversight of scheduling to ensure alignment with AAD requirements
* Implement Alliance Leadership Team (ALT) strategy and policy
* Lead the Alliance Program Team
* Delivery of the Alliance works and meeting or exceeding Alliance objectives
* Resolve day-to-day issues prior to escalation to the ALT
* Demonstrate positive WHS leadership behaviours, promote a safety-first culture, and perform all duties in a manner that ensures personal and team safety
* Demonstrate behaviours consistent with the Alliance Code and Antarctic Service Code, contributing to team wellbeing and inclusion.
Accountabilities
* Finance and cost management – led by the Financial and Cost Manager, responsible for reviewing and testing monthly financial performance against project baselines (Target Out-Turn Costs; TOC), including earned value analysis
* Quality management – led by the Quality Manager, responsible for ensuring all activities within the Quality Management Plan are adhered to, including review of internal and external audit outputs and development and implementation of corrective actions. Accountable for monthly reporting on overall quality performance compliance
* Schedule management – scheduling undertaken by the project scheduler using Primavera P6. Responsible for oversight of scheduling to ensure alignment with Alliance requirements and AAD expectations, including monthly progress reporting against the baseline schedule and implementation of appropriate mitigations as required
* Ensure compliance with the Program Alliance Agreement and all associated Alliance Management Plans
* Ensure the Alliance team effectively applies the risk management process
* Accountable for the management, alignment and currency of all Alliance Management Plans
* Take accountability as an individual and as part of a team for delivering quality and compliant outcomes
* Reporting accountability across all levels, including:
* Weekly reporting
* Monthly reporting
* Annual reporting
* Ad hoc reporting as required.

Knowledge and Experience:

* Significant experience in project controls, reporting, cost management, auditing, scheduling and risk management across complex projects, preferably within construction and an alliance delivery model
* Knowledge of risk and opportunity frameworks and risk management software, with a willingness to undertake further training in @Risk software if required
* Experience in conducting audits and producing audit reports is highly advantageous
* Knowledge and/or experience in Antarctic projects is highly advantageous
* Strong understanding of governance procedures and processes within complex, fast-paced project environments, with the ability to apply them effectively.

Preferable Qualifications:

* Bachelor’s degree or higher in construction, project management or a related discipline
* PRINCE2, PMP or equivalent project management certification.

Skills and Capabilities:

* Lead project controls across schedule, cost, risk and performance
* Strong planning, scheduling and cost control capability
* Experience in risk and opportunity management
* Ability to produce clear and accurate monthly performance and financial reports
* Strong understanding of quality and management systems
* Proven experience in alliance or complex project environments
* Strong commercial awareness and decision support capability
* Proficiency in project controls systems and reporting tools
* Ability to lead and mentor teams
* Clear and effective communication with senior stakeholders
* Ability to perform in high-pressure or complex environments.

Technical:

* Advanced capability in MS Project and/or Primavera P6 for scheduling
* Demonstrated experience with Power BI for development of reporting dashboards
* Strong working knowledge of Microsoft Office suite for general project delivery
* Experience with @Risk software for probabilistic risk assessment (preferred).
