* Job location at Darwin
* Remuneration: $134,288.96 per annum. Equivalent salary range with packaging approx. $143,938 per annum As a Public Benevolent Institution (PBI) NAAFLS can offer up to $15,899 per annum of the salary, Tax-free as a fringe benefit (conditions apply).
* Hours of work: Monday to Thursday 8:15am – 4:30pm, Friday 8:30am – 4:00pm
* Employment Type: Full-time ongoing position (subject to funding)
* Superannuation: 12.0%
* Leave Entitlement: Annual leave 6 weeks per annum plus 17.5% leave loading, Personal/Carer's leave 15 days per annum.

ABOUT NAAFLS
The North Australian Aboriginal Family Legal Service (NAAFLS) is an Aboriginal community-controlled Family Violence Prevention Legal Service (FVPLS). We provide legal and non-legal services and support to 40+ remote Aboriginal Communities across a 350,000km2 coverage area in the Top End of the Northern Territory. Our extensive travel remit is also inclusive of all 25 remote circuit courts sittings, and our travelling teams can be required to stay overnight in community for up to 4 days each month. To ensure direct service delivery to our people, we have offices located in Katherine (Jawoyn, Dagoman and Wardaman Country), Darwin (Larrakia Country) and Nhulunbuy (Yolŋu Country). NAAFLS provides a culturally safe, trauma informed, wraparound service which sets us apart and allows us to find practical, community-based solutions to the most complex legal problems. This way of working ensures our vulnerable clients are fully supported throughout their journey.

POSITION OVERVIEW
NAAFLS is seeking a Chief Operating Officer (COO) to oversee the organisation's corporate functions. The COO is a key member of the Executive Leadership Team and reports directly to the Chief Executive Officer (CEO). This role is responsible for driving operational excellence, efficiency, and sustainability across all areas of the organisation. The COO plays a critical role in ensuring NAAFLS achieves its strategic goals and objectives. The role requires collaborative leadership, strong stakeholder engagement, financial oversight, and a commitment to compliance and risk management. With offices in Darwin, Katherine and Nhulunbuy, occasional inter-office travel may be required.

KEY RESPONSIBILITIES
1. Organisational Operations

• Oversee the Corporates Services, including Operations, Human Resources, Administration and accounting in conjunction with CEO.

• Oversee and support development and implementation of operational policies and procedures to ensure compliance and provide an efficient, productive working environment.

• Oversee operational and compliance requirements across the organisation.

• Identify opportunities for process enhancements and efficiencies, implementing best practices to streamline operations.

2. Financial Management

• Work closely with the CEO to develop and manage operational budgets.

• Monitor and approve expenditure within the COO delegation level to ensure it is within forecasted budgets.

• Oversee and liaise with our external Finance Team to ensure smooth processing of supplier payments and employee payroll.

• Be the centralised contact point for utilities, finance and payroll related matters.

• Prepare, review, and present regular financial reports and statements to the CEO and Executive Team, supporting strategic decision-making.

• Ensure timely submission of audited financial statements to relevant stakeholders, including the Law Society NT and Community Legal Centres Australia (CLCs).

3. Human Resources

• Supporting the HR Manager, oversee effective recruiting, onboarding, professional development and performance management in conjunction with Line Managers.

• Lead and motive teams, fostering a high-performance culture, and developing future leaders within the organisation.

4. Leadership and Development

• Collaborate closely with the Chief Executive Officer and report on NAAFLS operations.

• As a member of the Executive Team, work together with the team to accomplish short and long-term organisational wide goals.

• Empower the Corporate Services team by providing strong leadership and direction, fostering a culture of accountability, collaboration, and continuous improvement.

• Positively represent the organisation at all times through a success-oriented and professional demeanour.

5. Strategic Planning

• Collaborate with the Executive Team to develop and execute the NAAFLS's overall strategic plan.

• Align operational initiatives with the organisation's purpose, vision, and long-term objectives.

• Ensure the tasks to action within the organisational plan are monitored and completed.

• In conjunction with the CEO, monitor key performance indicators (KPIs) to meet organisational goals and future direction.

6. Risk Management and Compliance

• Ensure compliance with relevant regulatory and funding bodies, ensuring standards, and legal requirements are met.

• Review and renew all insurance requirements annually.

• Manage Community Legal Centres Australia (CLCs) accreditation process and compliance.

• In conjunction with the CEO, oversee and monitor effective risk management strategies to mitigate operational and financial risks.

• Co-ordinate yearly renewal and payment of Practising Certificates for the Legal Team.

• Ensure Audited Financial Statements are forwarded to the relevant stakeholders, including Law Society NT and CLCs.

7. Sites and buildings

• Manage the leasing across NAAFLS sites in Darwin, Katherine and Nhulunbuy and maintain relationships with the relevant key contacts.

• Manage relationships with key stakeholders associated with site operations (e.g., landlords, property managers, maintenance providers).

• Ensure all NAAFLS sites comply with lease agreement obligations and relevant property standards.

8. Technology

• Manage the relationship with NAAFLS external IT company, EmergeIT.

• Approve purchase of IT hardware, software and subscriptions.

SELECTION CRITERIA
Essential
1. Possess 5+ years' experience working in a medium to large organisation, with a proven track record of success in managing operations, teams, and financial functions.
2. Demonstrated ability to professionally lead and manage business management process in accordance with organisational objectives and strategic directions.
3. Experience in mentoring teams and supporting their professional development through planning, feedback, and identifying learning opportunities.
4. Demonstrated strong analytical, communication, leadership and problem-solving skills.
5. Manage and work across a diverse range of highly complex tasks simultaneously to establish priorities and meet deadlines.
6. Ability to communicate with Aboriginal and Torres Strait Islander people in a culturally appropriate and respectful manner.
7. Proven ability to build positive relationships and consult, negotiate and communicate with all levels of management and staff, government agencies, stakeholders and the community, both verbally and in writing.
8. Possess a positive, professional, and team-focused approach to leadership.
9. Proficiency in using Microsoft Office and client database systems, with the ability to accurately record and manage information.
10. Willingness to undertake professional training and development when required.
11. Willingness and ability to undertake travel when required.
12. Must obtain a Working with Children Clearance (WWCC) and a satisfactory Criminal History Check.
13. Possess a current 'C' Class NT Driver Licence.

Desirable
1. Tertiary qualification in finance, business, management and leadership.
2. Experience working within a not-for-profit and/ or Aboriginal Corporation.
