Primary objective
Provide budget development and financial management services including management accounting policy, analysis, advice
and assistance, to enable effective financial management across the 3 departments within the shared services model.
Key duties and responsibilities
1. Manage development and monitoring of Department budgets and budget outputs in consultation with senior
management.
2. Provide information and reports relating to budget management strategies to Department management and
government, including monthly variation reports and the preparation of parliamentary estimates committee briefings
and analysis.
1. Develop, implement and maintain Department budget management systems including the input, monitoring and
reconciling of information in the Northern Territory Treasury budget management system (APEX) to ensure accurate
reflection of Department budgets.
1. Provide leadership and advice across the Department in relation to financial and budget management issues.
2. Develop and maintain strong relationships with Directors, Business Managers, and NT Treasury.
Selection criteria
Essential
1. Demonstrated high level oral and written communication skills in a manner that is clear to the recipient, including an
ability to provide clear Ministerial advice.
2. Comprehensive technical knowledge and expertise in contemporary budget development and management, cost
accounting, and financial practices.
3. Highly developed interpersonal skills with the ability to interact effectively with people of diverse cultures and build and
sustain strong business relationships and networks to drive change and achieve quality outcomes.
4. Highly developed ability to prepare, interpret and analyse policy, financial data, reports and models, using established
methodologies, to provide comprehensive recommendations and advice.
5. Proven sensitivity to political, organisational and employee needs, together with a strong client focus and ability to
represent the Department at a senior level.
6. Proven accuracy and attention to detail.
7. Demonstrated leadership skills and experience in staff management and supervision.
Desirable
1. Bachelor of Accounting (or equivalent) and accreditation with a professional accounting body.
