The Air Navigation Projects and Systems team is part of the multi-disciplinary CNS/ATM Section that is part of the also multi-disciplinary Air Navigation, Airspace and Aerodromes Branch. This Branch conducts frontline activities for CASA including entry control, ongoing surveillance and where required enforcement of air traffic control training and service providers, aeronautical telecommunications, communications, navigation and surveillance services, aerodrome rescue and firefighting services, instrument approach designers and aeronautical information management.

The position contributes to overall business objectives of the CNS/ATM Section through leading the small team in the application of expert skills and knowledge to the independent and objective assessment of the provision of air traffic management systems/services. This includes the regulatory oversight of 'communications, navigation, surveillance and air traffic management' (CNS/ATM) systems/services in either their project or their operational state. This role requires effective team leadership, effective stakeholder engagement and a holistic approach that encompasses people, procedures, technology, and data across all life-cycle phases from inception to decommissioning.

Both project and operational oversight, each with its own specificities, include the following high quality, consistent and standardised deliverables:

* Monitoring and assessing risk and compliance through several activities, which include but are not limited to audits, observations, review of documentation, etc.
* Planning, coordinating, and conducting such activities, including the preparation and follow up of cost recovery instructions.
* Aggregating, analysing, and assessing the results of such activities to provide recommendations and determinations that are evidence-, risk- and compliance-based.
* Reporting of the results of such activities, including the provision of formal feedback to the certificate holder.
* The Team Leader Air Navigation Projects and Systems is also expected to lead the small team to:
* Review and provide guidance to enable the development of existing and the adoption of contemporary CNS/ATM technologies into the Australian Airspace System.
* Investigate accidents, incidents, complaints, or other reports and initiate any necessary action regarding deficiencies or breaches of the legislation.
* Provide expert services to the industry on a fee for service basis.
* Promote workplace safety, equity and diversity, participative management and environmental management in the workplace and act in accordance with CASA's Values and Behaviours.
* A demonstrated understanding of the structure, function and operation of CNS and ATM systems and a system-of-systems engineering approach.
* Demonstrated ability influencing and fostering professional relationships with peers and colleagues as well as successfully engaging with a broad range of internal and external stakeholders at various levels.
* Highly developed writing skills and demonstrated ability to present complex information in a clear and concise manner and in the production of high quality, consistent and standardised reports, utilising evidence, data, and robust analysis to support assessments, determinations or risk mitigations considered necessary.
* Ability to exercise independent judgement utilising sound political and social awareness.
* A demonstrated understanding of quality assurance and risk management principles and proficiency to undertake risk analysis.
* Demonstrated ability to manage, research and resolve complex safety-related issues.
* Demonstrated ability to lead effectively a small, highly integrated team of experienced, autonomous professionals.
* The following are desirable for the role:

o Experience in the engineering, support, and regulation of software intensive systems.

o Relevant tertiary qualifications in Safety or Aviation Management would be highly regarded.

o Successful completion of an accredited quality system auditor course and/or practical experience in system-based risk driven auditing; and a high-level understanding of risk management principles.

o Knowledgeable of the Australian and ICAO regulatory frameworks applicable to the role.

o Knowledge and/or experience in Human Factors and competency-based training as applicable to CNS/ATM.

Eligibility Requirements

* Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position:
* At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
* Must be an Australian citizen or permanent resident and must have the ability to obtain and maintain a Negative Vetting 1 security clearance.
* The occupant of the position must have the ability to obtain and maintain a Negative Vetting Level 1 security clearance.
* Hold appropriate qualifications (minimum of Bachelor of Engineering in one of the disciplines listed below) in the Aeronautical Telecommunication (ATEL) or Radio Navigation Services and Facilities Engineering core disciplines and extensive technical experience: radio engineering, communications engineering, electrical engineering, electronic engineering, or equivalent to the above qualifications.
* Demonstrated knowledge and experience in the development, operation or assessment of safety management system elements (i.e. safety policies, plans, cases, risk assessments, etc.) in the provision of modern CNS/ATM services.
* As this position is safety sensitive, you may be required to undertake pre-employment alcohol and drug tests as part of CASA's Alcohol and Other Drugs Policy. If you are the preferred candidate, your offer of employment will be conditional on the drug and alcohol tests being completed and the verified results being received and accepted by CASA as meeting the requirements of the position.

This position may require interstate travel. International travel may also be required.
