The Role
The Communications Delivery Team (CDT) project office has been established within the Land Communications & Specialist Systems SPO (LCSS SPO) of the Joint Systems Division (JSD) within the Capability Acquisition and Sustainment Group (CASG) to, inter alia, conduct and/or facilitate procurement of communications equipment in support of Armys LAND 4140 LAND C4 Modernisation program.
Defined under certain WPs, the CDT seeks to procure the following capabilities to which you shall lead and/or support all commercial undertakings.
Work Packages
WP-06 / WP-28 / WP-29
Beyond Line of Sight (BLOS)
Delivery of a scalable, flexible, agile and assured transportable land terminal capability to support Army's deployable BLOS communications requirements.
Key Commercial Tasks Include:
* As required, ongoing support to the WP-06 post contract entry process, noting that the WP-06 BAFO is currently under assessment.
* Finalisation of sole source RFQs and contract negotiations for WP-28 and WP-29, including oversight of:
o negotiation strategy
o evaluation clarifications
o contract drafting
o commercial risk treatment across all three WPs.
* Drafting and negotiating the Contract Change Proposal (CCP) for the support of the BLOS terminals.
WP-21
Range Extension (RE)
Procurement and contracting for the Range Extension (RE) capability — comprising TRES Light and TRES Medium systems — via an Open RFT, with minor integration activities delivered under the acquisition contract and ongoing support to be established separately.
Key Commercial Tasks Include:
* Finalise RE RFT documentation: Complete and clear the hybrid ASDEFCON CMV1/CMV2 RFT pack.
* Manage all RFT release and evaluation activities: Lead publication on AusTender, tenderer Q&A, probity-controlled clarifications, initial screening, detailed evaluation, and preparation of TEWG / TEB reports through to SER and VfM recommendations, ensuring compliance with CPRs and LAND4140 governance.
* Lead RE contract negotiations and finalisation: Negotiate and finalise the acquisition contract, initial support as Tasked Price Services, IP/TDSR provisions, and scalable options for future capability expansion.
* Establish and negotiate the RE support contract (post-acquisition): Develop a separate support arrangement (maintenance, firmware updates, configuration management, integration support, repairs, training) informed by tendered Tasked Price Services and the ongoing sustainment plan (FY27–31).
WP-16
Tactical Range Extension (TER)
Acquisition of the TER capability via an RFT (acquisition only), scheduled for release in Q1 2026.
Key Commercial Tasks Include:
* Oversee tender evaluation and negotiation: Provide commercial leadership through evaluation, SER development and negotiations, ensuring technical, commercial, ILS and AIC requirements support a Second Pass ready outcome.
* Finalise contract formation: Prepare negotiation artefacts to secure required IP/Data rights, surge and further quantity options.
* Develop the TER Support Contract (post-acquisition): Lead drafting and negotiation of the separate ASDEFCON Support / Support Short contract from Q3/Q4 2026, covering operating, engineering, maintenance, supply and training support.
* Establish the TER Standing Offer Deed (SOD): Develop the SOD (2027) to enable rapid catalogue-based procurement of radios, spares and ancillaries, supporting surge requirements and annual DCP updates.
Team Structure
You will work as part of a small but integrated team to support delivery of the above Work Packages.
Experience & Skills Sought
The successful candidate must demonstrate the capacity to interpret complex contractual arrangements (primarily ASDEFCON contracts) and engage with various stakeholders through a negotiation process to deliver fit-for-purpose contractual instruments.
Strong commercial acumen, analytical skills and knowledge of Defence commercial policies, legislation and frameworks is required.
Essential Experience And / Or Qualifications
The applicant must have:
* A sound understanding of the Defence Procurement Manual (DPM), Commonwealth Procurement Rules (CPRs), Accountable Authority Instructions (AAIs) and related guidance (essential).
* An understanding/experience with the ASDEFCON contracting suite (essential).
* A detailed comprehension of procurement methodology and contracting experience with both Government and private organisations, including direct experience with designing contracts (essential).
Highly Desirable Experience And / Or Qualifications
* A Bachelor of Law and admission to practice (Graduate Diploma in Legal Practice) (desirable).
* Experience with ASDEFCON and contract drafting (desirable).
* Experience with stakeholder management, engagement and negotiation (desirable).
