We are seeking an experienced Change Manager to support a large, complex, and nationally significant transformation program within a federal government environment.
This role sits within a high-performing change management function supporting a multi-stream program delivered in a Scaled Agile environment. You will play a critical role in enabling staff to understand, adopt, and embed new ways of working by delivering structured, user-centric and data-informed change outcomes.
You will be responsible for planning and delivering change initiatives that are informed by data, insights and advanced analytics, enabling evidence-based decision-making and targeted interventions to drive adoption and readiness across the organisation. A key focus of the role is the development of journey mapping and experience blueprinting, translating current-state to future-state experiences in a way that is practical, visual and meaningful for end users.
Key Responsibilities
* Provide expert advice and practical support on managing change, resistance and adoption across multiple workstreams.
* Lead the development of experience blueprints and user journeys aligned to transformation outcomes.
* Manage change activities across multiple program streams, maintaining visibility of interdependencies, risks and cumulative impacts.
* Use data and advanced analytics (e.g. readiness metrics, adoption insights, feedback analysis) to inform change strategies and prioritisation.
* Engage business and technical stakeholders to identify change impacts, pain points and mitigation strategies.
* Facilitate workshops to capture user insights, requirements and readiness indicators.
* Produce high-quality visual change artefacts that support understanding and uptake of new ways of working.
* Collaborate with change, training and communications specialists to deliver coherent, end-to-end change outcomes.
* Build and maintain strong, productive stakeholder relationships across diverse groups and locations.
What We're Looking For
* Proven experience delivering large-scale organisational change across complex, multi-stream programs.
* Demonstrated experience working within Scaled Agile delivery environments.
* Strong capability in managing data-driven change, leveraging advanced analytics and insights to guide decision-making.
* Excellent communication and stakeholder engagement skills, with the ability to influence at all levels.
* Experience applying a range of change management methodologies and frameworks.
* Advanced skills in journey mapping, experience design and visual communication, using tools such as Figma, Miro and Adobe CC.
* The ability to manage competing priorities while maintaining quality, consistency and alignment across streams.
* A collaborative, values-driven approach aligned to APS principles of integrity, accountability, inclusion and excellence.
