**About the NDIS Quality and Safeguards Commission**
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The NDIS Commission is the dedicated national regulator of NDIS service providers
in Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.
**The NDIS Commission's core legislative functions**
- Uphold the rights of, and promote the health, safety, and wellbeing of, people with
disability receiving supports or services, including those received under the NDIS.
- Develop a nationally consistent approach to managing quality and safeguards for people
with disability receiving supports or services, including those received under the NDIS.
- Promote the provision of advice, information, education, and training to NDIS providers
and people with disability.
- Secure compliance with relevant legislation through effective compliance and
enforcement arrangements.
- Promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability.
- Develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and services to
people with disability.
- Engage in, promote, and coordinate the sharing of information to achieve the objects of
the relevant legislation.
- Provide NDIS market oversight, including:
I. By monitoring changes in the NDIS market which may indicate emerging risk
II. By monitoring and mitigating the risks of unplanned service withdrawal.

**About the Division**
The Regulatory Operations Division is aligned to the NDIS Commission's Regulatory
Approach and Operating Model, which reflects the Commission's regulatory posture to
utilise coercive powers to take strong and decisive regulatory actions against providers who
do not comply with their obligations.
The Regulatory Operations Division oversees:
- regulatory, compliance and enforcement operations
- incident response
- compliance monitoring and investigations
- the approval of registered providers
- suitability assessments
- management of the national Worker Screening database.
**About the branch**
The aim of the DART program is to improve NDIS Commission system functionality and
responsiveness to reduce the administrative burden on providers and support our
governance and monitoring processes. The DART program will also improve identification and
response to both immediate and systemic NDIS risks.
The DART program is responsible for establishing essential, risk-based regulatory capabilities.
Amongst other things, DART will do this by:
- implementing a COTS Case/Workflow Customer Relationship Management (CRM)
including internal and external facing portals for four parallel delivery streams
- establishing security, including Identity and Access management and Cyber Security
- implementing Cloud native data solution, including a data warehouse, open
- architecture and APIs, and
- establishing the NDIS Commission's IT workplace.
**Key duties**
As an **Assistant Director - DART Human Resources**, you will provide strategic support across
various HR functions within the DART Program. The position is critical in supporting the DART
program with end-to-end engagement processes (APS and Labour Hire), onboarding (APS,
Labour Hire, Vendor Personnel), training coordination, performance management, and
workplace relations.
The role will ensure alignment with APS and Corporate HR practices, along with the NDIS
Commission's objectives.

- proactively work across the program to plan and manage the entire resourcing
lifecycle for the DART program, including resource planning, recruitment (APS/Labour
